My understanding is that right now there's no way to control which dwarves get which weapons, armor, and clothing.  It would be nice to be able to have a Quartermaster minor noble (like the broker or manager).  The QM would assign equipment to dwarves according to need, reserving the better equipment for the more talented dwarves, and would issue mandates on behalf of under-equipped dwarves.  (i.e., If you have ten swordsdwarves, but only four swords, the QM would mandate the construction of six swords)

I saw that post (it partly inspired this one), but that's a pretty different suggestion (other than superficially, as it deals with additional nobles).  Quartermaster would be an at-will position (like the sheriff or hoardmaster; you would not need to appoint one if you didn't want one), and would handle weapons, armor, and clothes for all dwarves, not just military dwarves or a particular group.  If anything, it's a bit of the opposite of the GMs, since a quartermaster would naturally be the enforcer of the social order for the Good of the Fortress, refusing to arm the poor recruits if there's someone with higher skill (or a noble) who might want that piece of equipment.  The position would chiefly be useful for organizing and matching up the right equipment to the right dwarves, and for keeping track of whether the fortress has produced/purchased enough socks for everyone.

I'd love to cater to a noble's adamantine fetish if the only thing he did was destroy rotton clothes.

Right now all of my dorfs are running around wearing layers of blood, vomit, and mud but otherwise completely naked. Its a horrible sight. :(

But they don't discard ruined and tattered clothing. Instead, they'll just stuff their cabinets full of tattered, vomit covered socks. Military dwarves won't even do that. The floors of the fort will end up covered in socks in short order.

Sometimes I wonder whether this game is actually a Lord of the Flies Simulator.
