Flooding The World

How do you do this? It doesn't seem possible. Maybe I mistook what people said, but does this flood the local area or the region or the world?

Just the local region. What you need to do is find a river, and find a way to pump it up and down and into all corners of every Z-level. It's possible, but only with planning and luck.
