That still does mean you have to take a hit to your efficiency; one dedicated crafter and one dedicated hauler is generally better than having two crafter-haulers. It sounds like it must be a yearly rent, though, which helps. I wonder how much your dwarves are spending on other things, though; I don't think dwarves really shop around for the most affordable food. My dwarves seem to spend quite a bit on food and drink; plump helmet and plump helmet wine is dirt cheap, but I also have a lot of fancy cooked meals sitting around. They also spend quite a bit on new clothing.

i see barracks mentioned.. what about beds lying around not assigned as a room? same thing?

Beds lying around on their own are used by vagrants and the infirm.  Beds in a barracks are also used in this way, but soldiers will use them as a priority if their squad is assigned to "sleep in barracks".
