You only get steel equipment on the embark screen for weapons in most cases.  That's just how it goes.  The exception is picks, but hey, who cares what they are made of?

Yes it would be cheaper to use copper.  It might be cheaper to just bring copper and smelt it on site.

Grrrrr. The last post I made, being quite clear about embark (Er..I think), people kept telling me that I didn't have them because of what Dwarf nation I picked or something...lol.  It's been bothering me for a MONTH. lol. Thanks.

If you go to the raws and take out [METAL_PREF], you'll be able to embark with iron weapons instead, which are slightly cheaper. Might cause your dwarves to behave a little oddly, though.

Try playing as the humies, their equipment is completely different, and is cheap.
