Yes. It obviously means the Kobolds have stopped stealing gold, and are now stealing the Multiverses water supply! Were doomed!

Water creatures "drown" when they're not in a tile of water. So, somehow, this thing got stuk on land and suffocated.

It's not a bug.
Fish have gills, which breathe the air from the water similar to the way our lungs breathe the air from the.. air.
They drown when they have a lack of air from being OUT of water whereas we drown when we have a lack of air from being IN water.

Yeah but Today has fixed it for dwarves. Instead of "Urist McShitface has drowned" it says "Urist McShitface has slammed into an obstacle!"
