Painting and Decorating (Advice?)

I have something a penchant for building fortresses in the human style, which made me curious.

Is it possible to make the following mods, and if so, how?

Tapestries: 'Window' type items using thread as base material, requiring Weaving to make.

Painting:  Engraving type construction, can only be added to built Constructions (similar to fortifications?).  Require one unit of dye to paint.  Possibly requiring either Engraving skill or a new skill (risky).

Not possible, everything that involves new skills is hardcoded. Currently you can also edit the smelter's jobs, but no other building, throwing your tapestries out as well. These things would go better in the suggestions area.
