For what it's worth, I noticed this applies to more than conversational skills. And I'm not convinced the game simply runs slowly while designating stone, either... I'm pretty sure I have dwarves that are going from raw recruits to elite wrestlers while I designate large swaths of stone one tile at a time.

I'm pretty sure I recall earlier reports of people getting "Urist has become a wrestler!" style messages while the game is paused, so this seems likely.
