[39f] History: Cause of the conflict was a dispute over ((this changes))

When viewing the description of a war in the Legends section, the reason for war seems to fluctuate when you load the war description, hit spacebar to close the war description, and then load the same war description again. Sometimes it chooses the same reason, so you may need to repeat a couple times or on a few different wars to repeat this. Nothing important.

This is a feature for now -- it picks any one of the worst causes and displays it.  Later it'll fix that choice for books and so on, but right now that's how it works.
