[39e] Reclaim dwarves too lazy to live

I was having fun with a little fishing outpost and it got massacred by a zombie shark. On reclaim for some reason after claiming back everything two of my dwarves ceased to work or do anything. There were plenty of jobs for them to do. They just stood topside watching the waves roll in. Until they died of dehydration. No injuries. No forbidden areas. No reason as far as I can tell.

I've posted the save file before they died so you can take a look at it.

I had this same problem in, I think, 39d.  I reloaded a game in progress, and for some reason, everyone just stopped doing any work at all.  All they did was Drink, Sleep, go On Break, and idle in the meeting hall.  They probably would have ate if they hadn't all stopped harvesting too.  The whole fort of 30ish dwarves just up and stopped working.

Then 39e came out, and since it was borked anyway, I just deleted the save after a bunch of people starved.

Last time I downloaded one of these, it was over a complaint meeting that wasn't going through.  I think I fixed that, but it might be something similar.  I've downloaded it.
