[39e] "Cull Historical Figures" messes up world gen wars

After testing for my mod, I'm pretty sure that the bug of battles ending after VERY FEW casualties are caused by selecting "Cull historical figures" during world gen.

A few examples:

It appears if Culling is on, battles will take place between named historical figures and Unnamed historical figures are ignored. If the named historical figures are killed, the battle is ended.

In the two examples above with Culling on, the defenders gave into the attacking army after named historical figures were killed and the town was massacred despite the other defenders still being alive. Similar skirmishes happened when an army of 400+ attackers with 2 named creatures and 400+ unknown creatures retreated from about 10 defenders when 2 people were killed (one their general) and many other battles which ended with 1-2 deaths out of hundreds taking part.

When Cull Historical Figures are off, battles are regularly fought to the death, such as the last picture.

Question: could you post the seed info or screen captures with the info from the same battles with cullings on and off? It would probably help to see exactly what might be happening.

Those are from the same "world seed" I'll post it here but since my game is modded you won't get the same results.

Also, while the maps are the same, the civ/wars/battles/survival/history results are completely different between CULL: ON and CULL: OFF.

The same battles don't exist - check out the beginning

Note that in the first one with CULL: OFF - The Angel leader has a short name - he survived a battle or two through worldgen and was the leader of the civ after 300 years.
The second one with CULL: ON - the Angel leader has a long name and fought many more battles and was eventually slain.
