Whenever you need to use ice as a building stone, just mine it out like you would a normal stone. Then, in the list of the stones to use for a wall or whatever you are building, there will be a stone called water. Select this stone and the dwarf building the building will go find the nearest block of ice and use it as a stone. No modding required. It is just that ice is never called ice in Dwarf Fortress, but is always referred to as water. You can even check the wiki.
