Adjust start utility for .39e yet?

Is there a way to download just Adjust Start, not the whole Tweak package, that will work with the latest version (39e)?

I've checked the wiki and googled it, but nothing's come up. It seemed to have been assimilated into Tweak during the last hiatus.
