colors and pillars

I am currently using the 21_100_19a version of dwarf fortress.  when the river thawed out, something strange happened to the overhead map.  all of the land turned blue and the river turned into a rusty blue color.  (the overhead map is the map to the far right).  Also i've noticed that dwarves don't seem to finish pillars.  i wanted to build two pillars, and two dwarves picked up andesite rocks and went to the building sites.  they used up the rocks but the site still reads, "Rough rock pillar".   the dwarves left the site.  looking at the jobs menu, there were two construct building tasks.  all the dwarves had "no job" next to their names.  

i removed the two pillars too, and tried to build them out of a new material but the result was the same.

Pillars need an architect i think, so go into the dwarves' job panel (V-P-Z-Enter) and enable "Architecture" at the very bottom scoll with +/- and skip pages with *

all of my dwarves have the architecture job. the dwarves did go to the pillars and use the rocks, but for some reason the pillars did not form.

ps. oops, i forgot to put on masonry.

but the color thing is still present.

For future reference, you can use [t] to check the status of any incomplete building and see:

1) What sorts of building materials are present at it already.
2) What form of skilled labour it requires (if any) in order to construct.

Rusty blue?  I'm not sure what that is...  could the outside have been flooded in any way?  Is the ground blue, and still looks like ground tiles?
