[39e] Fire imps can use fireball attack underwater.

A new recruit and a fire imp were fighting dangerously close to a murky pool. The recruit falls in, fire imp manages to fall in too, and uses it's fireball attack in 7/7 water.

Same happened with daemon. Just 6/7, not 7/7, but also no good.
