So in the more recent versions, whenever I check for nearby Civs, it will list them per normal, but I swore in the past it showed peace or war status, and now it is usually blank, or with a series of ----------------- dashes in red. Does that mean at war?

The ------------------ seem to mean neutral. not peace OR war.

The red ---------- are only on the goblins it seems, and that doesn't mean war. I'm not sure what it means, but if you look in history where a war with goblins has occured it says they accept peace etc and still shows the red ----------.

If they are at war it still says WAR in red without the ----------
