My fortress receives 10-15 immigrants every season, and has never passed 20 dwarves total. Maybe they need to worship a NICER god.

And the civ that produced my current fort (built near between a magma pipe and a river, where Mirthful obsidian-floor forests meet Haunted limestone hills) worships among others Ikal the Healing Shell, goddess of fortresses. If they consider them healing shells they've never been inside a fortress.
