Unaltered brook is flooding on its own

I uploaded it here. The map seems to have a waterfall, but instead of dropping into the lower portion of the brook it just seems to be trying to fill it up.

Yeah, I've had this happen sometimes.  I'm not sure why it isn't flowing off the edge properly.  Any falling water that lands in a river should have that check.

I think this has something to do with it falling on a brook tile - I've never seen water falling on brook tiles working properly, though I HAVE seen them flooding several times.  Could the river check be ignoring brooks?  After all, they have that weird tile structure, so the walkable surface might be being treated as a 'floor'.
