[39a] No entrance to Dwarven Mountain Hall

Found a dwarven mountain hall without entrance - it was too tall for me to reach its top (maybe the path to it eroded with the time) - there was a lot of dwarves outside it, even the mayor. I don't know if there was a tunnel leading to it, though.

Any seeds with this behavior (preferably in a smaller world that won't take so long to cook up, but I'll take what I can get)?  In general, it's supposed to match the top of the weird placeholdery thingy it makes with a valid ground location.
