It means something got botched in the file.

If, as I suspect, you downloaded a zip'd/rar'd/compressed file, try redownloading.

If it happened while you were trying to load, or during play, it means that one or more of the files in your region folder is corrupted.  It's pretty rare now, but there are still reports here and there.  I have no idea what's causing it.
