ok, ok, it'll have to do, it was not as much wanting territory as wanting to have cities further away from land they cant be reached by boat in one turn, guess I'll have to settle outside some small remote island.
Verdict accepted.

Edit; there are some ways to hurt them:
Pouring poison into the water, a simple plant extract could poured in watter work like WW2 poison gas minus the chance of it blowing back to you
Freezing the water whit Akromas artefact.
Dropping explosives into the water.
Magic.
Send someone who can also be underwater, cast a spell letting you breath underwater, etc. thou this last one is probably a bad idea

i think that 50m deep is not THAT hard to attack. ok, its harder than attcking regular civs on land, but thats one of the points of having an aquatic race. as long as its only at 50m, maybe 100m MAX in some special cases like secret hidden forts or whatever, it is still possible to attack. afterall, imagine a fortress on land built on a 1000m high sheer cliff by a flying civ. if that is allowed, why not underwater 50m deep? magic can easily atomize them at that depth (and i dont care if not all civs have magic. that is one of MY advantages :p)

Being an aquatic civ will give him an advantage, and I'll let him have it. This isn't multiplayer chess, civs are supposed to have advantages (and disadvantages). And there will be ways of taking hostile actions against him. Although I'm skeptical about poisons, as they would quickly dilute beyond dangerous concentrations. Time will tell. (Also, figuring out a way to attack them without them being prepared for it will give the attacker a substantial advantage. If need be, get creative)

A suggestion for army supply to prevent HUGE armies on the field. This is only a proposal and needs to be discussed by everyone and approved by the GMs.

Army Support :
Armies need food to prevent them from dying. Food for armies can be obtained in two ways :
 
1) Gather food from the tile they are on. This uses the civ's usual food supply table. If food is gathered from a tile where a city gathers as well, the food goes first to the army.

2) Get supply caravans from cities. This diminishes the population cap of the supplying city by the amount of supplies they send. It is considered that supply trains are sent out on each turn and one reaches the army on each turn. Supply trains travel in straight lines and need not be shown on the maps. They can also be intercepted by other players.

When food supply is lower than the size of the army, the excess soldiers get lower fighting ability the first turn, are unable to fight on the second, and die on the third. The player may decide to spread rations among all soldiers, making them all worse fighters but allowing them to fight and live for 5 turns (after that, they die).

Armies can be given food supplies in cities, no more than three turns worth of supplies and these slow down the army carrying them, number of tiles is rounded up :
3 turns of food - 40% movement penalty
2 turns of food - 20% movement penalty
1 turn of food - full movement

Istrian: I have some issues with that. Armies cannot effectively gather sufficient amounts of food as described here. Soldiers are scavengers, not farmers. In order for an army to gather food it has to keep moving, and even then it doesn't necessarily work. So armies are mostly dependent on external supplies. However, tracking individual supply trains makes for a lot of micromanagement, and it might be simpler and more effective to simply set up supply depots, that would supply all units in their range.
This however, must be carefully considered, and it probably not be relevant for a few dozen turns in any case.

To avoid the hassle of tracking individual supply trains, we can consider that a supply train reaches its destination army the same turn it leaves the supply source.

As for soldiers not being farmers, it is true, this is why they only gather resources from the tile the army is on, instead of the surrounding tiles. Supply depots would be nice to have, but they require advanced administration and organisation, which very few civs have at the moment. It is also necessary to suppply the supply depots.
