Problems with building tower?

I am trying to build a tower outside. The walls are made of wood. I have built an up/down staircase right next to the wall. When I go up to the next Z level and try to build walls or floors on top of the walls, I get this: No access to building material non-economical item.

What gives?

try building a second up/down staircase on top of the first.

had the same problem building the dwarven castle Notlob.

Yep, Terren nailed it.

Basically:
-If you build an up staircase, you next need to build a down staircase on top of it.
-If you build a down staircase, you next need to build a up staircase below it.

I always build up/down staircases.  I've never seen a reason not to.  (Only tangentially related, but hey)

Then dig man, dig it from above. Or run round and build it... below it.

It goes like this:
-Select empty tile with no floor or anything, press b-C-u (up stair)
-Wait till it gets built
-Go to one tile above it and build the down staircase
-once that gets built order the rest of the floor
-repeat

Btw anybody know when mass building is going to get released? I don't really want to build anymore towers until we have it.

It's next release.
Which, if I'm interpreting the 9/10 stages completed and partial tenth correctly, I'd say is around 90-95% complete.
Within two weeks is my educated guess.
Points for whoever knows where that subtle joke came from.

I always build up/down staircases.  I've never seen a reason not to.  (Only tangentially related, but hey)

There were reports (ages ago) that dwarves could fall down sets of stairs that were in a row. I've never had it happen to me though, so I don't know how accurate these reports were.
