This topic has actually caused me to come out of my lurking. Moderating IRC is impossible. Through means like Tor, you'll never be able to ban people who don't to be banned. IRC is full of genuinely good people who talk like racist pricks and use annoying bitchx scripts to spam fake terrorist warnings. No amount of ops will remedy that. If you don't like what someone is saying, /ignore thatperson. Then you'll never have to see their filth again.
