Problem with Liaisons in my goblin mod

I've modded the goblins into a playable race, given them all sorts of pets and stuff, but I can't seem to get them to send liaisons. They send caravans, but no Liaisons. I have all these tags on their entity file:

   [DIPLOMAT]
   [MERCHANT_NOBILITY]
   [DIPLOMAT_BODYGUARDS]
   [MERCHANT_BODYGUARDS]

But they still aren't sending them. What's going wrong?

Merchant nobility and merchant bodyguards are irrelevant, if I understand correctly. They're for Adventurer mode.

The [PROGRESS_TRIGGER]s are set to 2. That's default for goblins but higher than the good races' values (they're all set to 1), so that might delay things. Perhaps try changing those?

That could be it. I've noticed that humans start sieging after just 1 year. Could be that goblins are set to 2 so that they'll siege after 2 years. I'll try it out.
