I think it's random: if the city is having a monster with semimegabeast nearby, major gives you a quest to bring it down.
Megabeast includes semimegabeast features, thus they should be equal, so it can be random, if you have semimegabeast and megabeast near 1 town.

I think it's a question to Toady, do the disctance to the cave count, do the megabeast have a prority in quest listing... All about game mechanics.

If you want a megabeast right away go to a capital city and speak with the ruler there, the guy in the keep.
General he's got something fairly dicey for you.

I think mayors pick the closest enemy within 10 tiles.  Civ leaders will pick the closest enemy anywhere, ignoring semimegabeasts, nuisance civ members and named wild animals.  That should mean that civ leaders will have you attack megabeasts, important goblin civ members, and enemies of the entity (such as a retired character that misbehaved).

Awsome. Although I'm probably going to have to travel maybe 200 tiles in order to find a civilization that doesn't want to kill me on sight.  :p

Then try retiring that adventurer and seeing if you can't get a quest to kill him
