Because (if they are not constructed of *500% damage bonus material*) they are not perfectly sharp, thus when hitting a limb, they will often break, rather than cleave through, the limb.

*500% damage bonus material* swords practically always slice off anything they hit though.

A clean slice isn't what swords do. They can lacerate and mash up flesh, causing mangling. Arrows can chip into bone, causing breakage, etc.

You can find out for yourself quite easily.  Go get a sword.  Get a friend to swing it at you.  Viola, instant data!

...Anyway, yeah, swords arn't perfectly sharp.

Or, you know... they could hit each other with the blunt sides, or the sides, or the butt, the hilt, etc.

Even the sharp sides often aren't sharp enough IRL.
In battlefields in medieval times, there were more cuts and broken bones than completely cut off limbs. Even by swords.
