I totally note that FoU wants a hat to go to whomever is alive if possible.  Totally understood.  I mean, I don't know what the hats achieve for FoU other than an attempt to win through the claimed second wincon.  I don't know what the behavior means for the later parts of the game, but I do recognize 'This is a primary goal' behavior when I see it.

Oh, yeah, absolutely. If I can't win via the town wincon (despite everything, I am still trying there), then I may as well win via my second wincon.

I very much don't think Jack's pro-town.  I don't know if FoU is, but if I had to choose between the two to hand a win to, I pick FoU.  Hope this can resolve for town.
