humans entity_default section

I was looking at the entity_default file. The section for humans has no nobility. Why is it set up in the manner? Humans would have kings if nothing else.

Humans have VARIABLE_POSITIONS:ALL and SITE_VARIABLE_POSITIONS:ALL, which generate noble positions for the civilization and sites.

Can I add a trade liaison noble, so that I can negotiate trade agreements with the humans in fort mode?

Yes. For example, Modest Mod adds a 'guild representative' to humans, which allowed you to make trade agreements with humans.
