If you retire a town and come back....

If you retire a town and then unretire it or go visit it as an adventurer is it still a mess?  Do you have to clean it up, make farming plots, recreate the stockpiles, rebury the dead, and so on?

There is a wiki section for the results of "unretiring a fort". I'm not sure about visiting a retired fort as an adventurer, but suspect it will be similar.
