I haven't played in a long time and I was wondering if sieges still deplete enemy civ populations in the current version?
Reason I'm asking is I remember several years ago, the game would eventually get to the point where all enemy civs die off and no more sieges occur.

Also anyone know if force siege in dfhack works now?

They do use up populations but those should grow back quickly, especially with goblin population, since goblins don't need food or water.
