"And has any House failed to meet their minimum balance?" he asked idly, not even glancing up as the aide poured through the numbers on her teleholo.  The previous aide was on psychiatric leave.

"Well, no," she said, tapping her pad a few times, "but the economic strain of storing such a vast treasury on short notice has had a stifling effect on the economy - "

"See?  The lower Houses are wealthy and strong.  There hasn't even been a war in..."  the Emperor paused and tapped his chin.  "Well, for as long as I care to remember, at least.  My economic footwork has preserved the Empire once more."

"I...you...sigh.  Your wisdom knows no bounds, my Emperor."

"I think I'll make it a hundred karats next time."

This is a rather barren planetoid, but with intense geothermal activity.  Frequent earthquakes and eruptions wrack the surface and make work difficult.  Still, though the shifting tectonics aren't necessarily conducive towards long-term geothermal infrastructure, the shear quantity of sub-surface energy means this planet is an untapped powerhouse ripe for exploitation.  Significant terraforming will be required to get the natural disasters under tight control, but this planet has significant promise as a future metropolis.
