There has been a minor tweak to how bids work.  Planets have been dropped in suit to below fleets in value.

I'd like to make a deal with any machinery players: I pay 120 food and cover the cost of a fleet in exchange for you making a fleet for me. I'll pay 30 food now to cover growth and feeding pop and stuff, and the materials for the fleet and the remaining food on the turn the fleet is done. I'll also give these resources to anyone willing to give me a fleet they currently have, except I don't have the full amount of resources I need on this turn, so you'd have to wait until next turn to be fully paid.

I realize now that with the cost of sending out fleets, I'll be a bit short on karats next turn to actually pay for that fleet, so I guess the deal will have to wait anyways.
