As with the previous Hero Saga I hosted some time ago, this is a blatant fanfiction mashup of super hero worlds.
Some of the big examples
- Superpowered criminals are kept in the Raft. This could be you, regardless of your moral alignment if laws are broken. (Marvel)
- Inmates can get out early by doing government black ops. (Suicide Squad, Thunderbolts)
- Popular Heroes can get sponsorships for money. We'll do real world companies so you could be sponsored by Coke or Atari if you want. (Tiger and Bunny, Mystery Men)
- There is a threat ranking system: Wolf, Tiger, Demon, Dragon, God; and a hero ranking system: C, B, A, S (One Punch Man)
- The walled city, called Atlas, is surrounded on all sides (except the sea) by an uninhabited wastland where OP Kaiju roam. (2000AD, Attack on Titan)
You will get random powers, this will be told to you in private. There will be a greater focus on private actions, and the only ones announced here will be ones news crews witness.
If you don't like your powers or just want more, you can submit to genetic experiments, with chaotic results.
You are totally free to be good, evil, or fluctuate depending on your mood. Rent is expensive, especially if you don't want to live in a dive.
Everyone has a vice, join by picking yours.
Turns will cover 1 month of game time.
NPCs wont be distinguished from player characters. Your actions will be a secret, which player controlled which character will be revealed upon death.
You will receive suggestions of heroic actions you could take, any criminal activities you perform will be entirely self driven.
Your vice will influence your turn result.
Minimum Rolls
The level of your stats dictate the scope of what you are able to achieve each month. Your highest relevant stat will be used(for team-ups, the highest of all teammates). Outcome will be decided by 2d6. The action needs to reach the threshold for success.

Time Resource
Each of your actions will be assigned a time cost by me. You get 5 units of time per turn. An action's total time cost is the time it takes to do the activity or ongoing commitment plus the travel time. You will perform actions in the order you described, though I may reorder, combine or divide your actions in some cases. After you've depleted 5 time units you wont have time to do the rest or they won't be completed fully. Since it is possible to have 0 time cost actions, there will be a cap of 5 discrete actions per turn. Sending voicemails do not cost an action.

1: Quick commitment. / Several hour activity.
2: Several hour commitment. / Multi-day activity.
3: Full days commitment. / Many days activity.

0: Within district once.
1: Outside district once. / Within district a little.
2: Outside district a little. / Within district a lot.

Social Stats
Social climbing will require either patience, crime, or luck. You can have 1 to 5 per category: Wealth, Hero, and Notoriety. Your income from jobs, crime, and other sources determines your Wealth Level. The Hero Association tracks your progress as a heroic figure to determine your Hero Level. How familiar you are in Altas determines your Notoriety.
Wealth
1: "Vagrant". Living in a slum; homeless if you just moved or are an ugly mutant or mutate. No admittance in Districts 1 to 9. No maintenance required to stay here.
2: "Struggling". Barely getting by. Need to be working or doing odd jobs.
3: "Comfortable". Need to be dedicated to an advanced career like a doctor or lawyer.
4: "Rich". Need to run a company or enterprise to stay here.
5: "Elite". Need to be a huge figure like a politician or criminal kingpin to stay here.
Hero Rank
1: "U". Unregistered. Your police scanner picks up local threats, but you probably won't learn about anything further until it is too late. You wont get sponsorship deals.
2: "C". Defenders invitation. Early warnings from Phil Coulson to District level threats near you.
3: "B". Watchmen invitation. Early warnings from Commissioner Gordon to District and City level threats.
4: "A". Avengers invitation. Early warnings from Nick Fury to District, City, and Global threats.
5: "S". Justice League invitation. Early warnings from Amanda Waller to City, Global, and Galactic threats.
Notoriety:
1: "Ignored". Ignored.
2: "Recognized". 15 minutes of fame. Well known in one district.
3: "Notable". In fad right now. Multidistrict fame.
4: "Big". Beloved or feared by everyone across Atlas.
5: "Icon". Practically worshiped, if not literally. When aliens think of Earth, they think of you.
Powers
Every month you use your powers, you gain 60 experience points. These points are divided evenly among the powers you used during the month. If I describe you using your powers in a way that wasn't part of your actions, such to protect yourself, that will not be counted. The requirement to level up a power is 240 experience points, which then doubles after each upgrade. In addition to your starting ones, you can receive an additional power from the Power Broker once per month. You can have up to 5 powers with a max of level 5 each.
1: 0000xp. "Daring". Threat to a crowd of civilians or less. (Wolf)
2: 0240xp. "Uncanny". Threat to a stadium of civilians. (Tiger)
3: 0480xp. "Amazing". Threat to an entire district. (Demon)
4: 0960xp."Mighty". Threat to all of Atlas. (Dragon)
5: 1920xp. "Incredible". Threat to a planet or more. (God)
Origin Wrinkles
There are some special circumstances that will modify your origin...
Shared Origins: If characters are created at the same time and have the same origin type, their origin story will be tied together. Powers may be complimentary, opposite, or identical. You will know what player is playing the character(s). Doesn't apply to Mutants.
Appearance: For Mutants and Mutates, receiving your powers may have altered your appearance drastically. Decided by a coin flip, heads for Human-looking, Tails for Ugly.
- Human: You pass as a normal human. Human-looking characters start at Wealth Lv2 and receive sponsorship deals and team invites 1 Hero Rank sooner.
- Ugly: You don't look like a normal human. So called "Ugly" characters start with an extra origin power.
Residence
Your home is where you recover from your injuries, and where your enemies will try to ambush you... If you are homeless, you have max secrecy and minimum comfort and fortification. If you are in a typical private residence you have minimum secrecy and fortification, but it's more comfortable than most alternatives. Unless you have travel aiding powers or a special vehicle you will walk and use normal vehicles to get around, which are the slowest. Normally people need your first and last name to send you a voicemail, but if you are a member of a team people can send you voicemails with just your alias.
Comfort Level: How difficult of recovery from frequent battles in one month you can sustain; how quickly you recover from your injuries.
Secrecy Level: How difficult you are to find to attack.
Fortification Level: How difficult you are to significantly harm in an attack.
Transportation Level: How easy it is to travel far or frequently.
Health
If you lose a fight badly and survive, you may lose a body part that can be replaced with cybernetics. You heal at the end of the month in relation to the comfort level of your residence. You wont die from gradually accumulating too much damage, but you will certainly feel it next month in the form of penalties on rolls.
1: No injuries. No fighting this month.
2: No significant injuries. No difficult fights.
3: Minor injuries. Fighting was exhausting. -1
4: Major injuries. It hurts to move. -2
5: Critical injuries. Can barely move. -3
- There is no win condition. This is your sandbox until I get bored of hosting it, interest falls off, or the world explodes.
- Players do not know the character identity of each other.
- You may roll a new character. You must wait 3 turns from the creation of your last one.
- There are no roleplaying restrictions, anything you know as a player you may act on as a character.
- When you get your PM, explain everything you want to do for a whole month of game time.
- You have 24 hours after you receive a PM to send back your turn.
- If I have not updated the game for 2 weeks, you have 4 days after you receive a PM to send back your turn.
- PM copypaste/screenshot is strictly forbidden.
- You can share PM info in your own words. This includes exposing the character identity of other players or go public with your own.
- If your identity becomes public, it is strongly recommended you quickly move to a residence with more secrecy or fortification to hide from or prepare for attacks. Beware of player killers.
- Origins will be randomized. Do not post who you wish to get, as it will NOT be taken into consideration.
- Once you are dead, your identity is revealed to everyone.
- If you kill someone with cyber parts, you loot them.
- You can communicate with a character (not player) anonymously with the in-game voicemail system. Tell me the message you want to send, 400 characters max, with normal (unabbreviated) speech.
- You will not be kicked for inactivity, but your character might be killed off by other players or hostile NPCs if you have enemies. If the game is very full you may need to wait to be an active participant again.
