I have the entire fortress shut down and nobody will chain a wild boar sow so I can slaughter it. Also, this happens every so often, nobody will perform x task. What is going on?

Tame it first, while it's still in the cage. [Z, Animals, scroll down to highlight and hit T.] Then you can chain it, or skip the chain and pasture it.

So many possibilities. Do any dwarves have the relevant labor enabled, if they do are they actually idle or tied up with other jobs, hit "o" to check orders and see if the action is enabled, including under Refuse or Workshop orders submenus, are you getting "job canceled" announcements or is it just never starting, can they path to the job in the first place...  Many possibilities, not enough info.
