Okay. Gongon went back in time and added protection for mortals to the policy when it wrote up the policy for protecting mortals so the policy for protecting mortals will now protect mortals instead of protecting mortals.

ANTHEM-314 makes an offer: It is willing to pay 1 Aligned 'Ages' act now in exchange for any Aligned act in the turn that comes after the next turn.
Gongon accepts this offer.

Province name: Yawning Repose.
Description: suitably located and encompassing the whole of Serenus' upper jaw, Yawning Repose consists of hollowed out teeth connected by bridges composed of divine whalebone and porcine silk. Each tooth consists of several neatly divided rooms and a telegraph/postal station. The whole of Yawning Repose has access to electricity, with all of the province's air conditioning and lighting powered by it. Electricity is sourced by wins turbines on Repose's exterior.


Action: use 1 Order and 1 Civilisation Act to create a host of angels.

Name: Gregori (singular = Gregor)
Physical appearance: nine-winged wombats with twenty-two pairs of tentacles that bisect into shorter tentacles. Each tentacle ends in sixty-six small full hooks, each movable and manipulatable by the Gregor.  Gregori use these as equal to hands. Gregori pouches are warm, constantly arid, and have natural sleeves and straps. Pens, vellum, staplers, and other office supplies naturally grow here. Documents swallowed by a gregor can be quickly digested.. Digested documents are stored within the gregor's memory. New copies of the document can be created from memory by a gregor, printing a perfect copy of the document regardless of material. These documents pop up in the gregor's womb. Gregori are capable of flight and can easily maintain supersonic speeds. They naturally detest the colour orange.
Special attributes: Gregori have a natural understanding of advanced bureaucracy, mathematics, magical studies, economics, science, and clowning. Gregori naturally split into two identical Gregori occasionally, which can also split into further Gregori.

Insanity seeps into the gestating angelic Gestators, filling in missing parts of their blueprints, and giving them the ability to gnaw and lick away at souls in their possession, getting rid of inconvenient or resistant memories or personality traits or thinking patterns, to make them better able to integrate into their new angelic bodies.

The Gestators burst from their fleshy gestation sac in Port Wine, and begin to make themselves at home there.

The Gestators are placed in Port Wine and instilled with the desire to claim it, to forestall any more departmental squatters.

Ignorance wells from Gongon like water from a pressed sponge. It begins to gather together in stringy masses with sharp edges, the Censors. Edges sharpen into surgical tools and pens and other implements useful in the life of a surgeon-bureaucrat, tangles become flesh and wire, all emanating a certain grim aura. Censors are foreboding, mind-reading, angels who excel at removing knowledge and modes of thinking which are forbidden by their superiors.

Usually employing surgery and subtle hypnosis to delete key memories from minds, or ink which seeps from various tendrils and stains permanently for written information, or extruding oils which can be flammable or explosive depending handling, to burn or blow up larger or more durable collections of forbidden lore.

Skilled in self-surgery, and masters of working with limited information, using the delicate touch of a master surgeon to slice out anything they should not know, leaving on identifying metadata and key characteristics to spot and remove it in others. Though only rarely are even the Censors not allowed to know something themselves which they must wipe out in others. Censors have an uncanny sense of intuition, able to leap over looming abysses in their knowledge base or thinking schemas.

The Censors are fastidious in their work, if sometimes overzealous in burning paperwork or covering vital bureaucratic forms in black redaction marks. In an unofficial capacity, they are quite friendly and gregarious, often enjoying parties and feasts.

As the rare exception that proves the rule, Censors are fluent in all known and unknown languages, including Divenese, Weathering, Angelic, Babble and potentially others, to better identify forbidden information. It is against their moral code to act as translators and they would first commit suicide before doing so.

ANTHEM-314 briefly considered the "Celestial Policy of Fulgurous Mercy". While it didn't object to its presumed intention of the preservation of mortal life, the policy itself was horribly flawed. The first problem was that it only dictated "That none of the sparked shining". As the gods were now transitioning away from the "Spark" phase, the document would not even apply to them. In fact, it seemed like it would only apply to a specific kind of insect? It also only protected mortals against harming mortals in a specific way, with the obvious loopholes being that mortals can be massacred en mass for non-malicious purposes, and the obvious argument that if a god forgets everything prior to the massacre then they cannot be said to be acting maliciously. It also allows for mortals to be maliciously massacred provided that it is not done en mass. ANTHEM-314 elected not to affix any seals to this document as it is.
A dying, grievously wounded, response finally manages to fight itself free from the clinging morass of ignorance which is Gongon, and lies gasping in front of Anthem.

It takes some time to re-arrange its typography and sentences into a presentable state, before responding

Anything whose origin can be traced back to the Sparks, can be said to be "of" the sparked shining, including tempered and unquenched sparks.

The celestial policy of fulgurous mercy should still oppose malicious massacres, even if the initiator cannot after the fact recall their malice. The massacre was initiated maliciously after all.

 Unintentional or unknowing massacres are indeed not covered by the policy, for there is no easy means to predict if certain obscure actions will lead to a large loss of life and thus seems beyond the power and scope of a mere single celestial policy with no supporting infrastructure to divine the consequences of every divine act of miracle to determine whether to oppose it

The celestial policy not protecting against smaller scale mortal smiting is an intentional part of the design.

Finally, in light of recent events, it seems a priority to get any sort of anti-massacre protocol in place, even if flawed. Later, concerned deities may also propose more refined policies, and build infrastructure to support their working.

Turn 4: Death of a Sorn

Last Lunace

Distraught at the loss of the Weaver and with only a few gody parts left to lose, Sornlun convened the Roaches and the Roach-Dragon to see to its final moments in the world and divide the few parts of Sornlun that remained. Having received instructions on how to bring about its intended ending, the Roach-Dragon set off in search of a heaven cloud to capture while the Roaches began building a great bonfire.

And the Roach-Dragon searched near and found a fog bank, but it was not of heaven but rather the wine sea, so the Dragon turned it away.
And the Roach-Dragon searched far and found a cloud of ash, but it was not of heaven but rather the earth, so the Dragon turned it away.
And the Roach-Dragon searched low and found a funnel cloud, but it dabbled with both worlds, so the Dragon turned it away.
And the Roach-Dragon searched high and found a wispy cloud, but it was too thin to sustain the voicebox, so the Drago turned it away.
And the Roach-Dragon searched in the space between and found a herd of wooly heaven clouds neither too close to the ground nor born of choking ash nor dabbling in air and land nor devoid of nutrients and promptly placed a piece of the Voicebox of Sornlun in the biggest specimen, from which hatched the Chit-Chatters (Sornlun: -Voicebox, +1-1 Heaven Act, +1 Flame Act).

Meanwhile,the removal and cremation of one of Sornlun's lungs yielded a fertile ash that, when spread throughout retreat, gave rise to Flaming Clusters and Burning Colors (Sornlun: -Lung, +2-2 Flame Act) with the extraction and division of Sornlun's voicebox supplying their names. The burial of two of the three parts of Sornlun's voicebox soon additionally spawned the fiery Moo-Grubsters as well, and the cremation of one of Sornlun's lungs and subsequent fertilization created the armored and highly venomous Creep-Hunters (Sornlun: -2 Flame Act). A stable ecosystem established, the final step was the creation of the Sorns and Luns from the heart and lung of Sornlun. They mature into beings of either flesh, yielding Sorns, or breath, yielding Luns, but both are needed for the continuation of the Sorns and Luns as a whole (Sornlun: -Heart, -Lung, -1 Heaven Act).

Sornlun has been struck down!

The puzzling death of a god has barred passage into the Dull Maybe, and things that by rights should have died continued to traipse on in increasingly damaged bodies. What tools, aside from time, do the gods have at their disposal for dealing with this?

Corn Pope of the Evenheard Fields

Despite not being a particularly mad artist, the Neobel Eka was motivated to remove one of their own ears to seed the world with Evenheard Corn, whose use should in theory allow prayers to pass to the gods without an arduous trip to the Heavenly Signal Tower (Neobel Eka: -Green Ear of Corn, -Ear, -Life Act; -Creatia; +Materia). Strangely enough, what prayers do filter through to the gods are washed out by static.

The Neobel Eka also attempted to build a Monument of gushing wine soaring into the sky with only a Lesser Piece, but falling short of the requirements for a Monument, this was not to be and resulted instead in a state-sized upward river of wine (Neobel Eka: -1 Noble Act). This has had the effect of rapidly scrubbing the skies above the Winespring of ash and dust, although thick clouds of wine droplets remain to keep astral whimsy at bay.

Hat of Wisdom

Luka created a hat of wisdom (Luka: -1 Hat Act, -1 Skull Act) and gifted it to a small Pustule. Lacking much in the way of companions in that sea of wine, the Lone Stranger has taken to trying to teach/uplift other Pustules.

Flight of the Birds

Yalini has created the berry-bearing Creotora shrubs and Yatinir birds in her domains, and having done so, has completed the biomes her birds live in (Yalini: -1 Light Act, +2-1 Unaligned Acts). Granting them a blessing on top of this (Yalini: -1 Unaligned Act), the birds have made their first strides toward civilization in rather different ways. Thanks to the favorable climate and mind-dulling effects of the Skull Islands, the birds of Liniom have been gravitating toward settlement with periodic waves of expansion (+Materia). Owing to the reduced variety of plant/animal life elsewhere, most have remained in or just outside of Liniom where many villages have begun deliberately planting a portion of their berries instead of eating or storing all of it, which may well set the stage for a wave of expansion into the region of Demetria. With communication improving among the inhabited islands of Liniom, the Cliamore have begun consolidating and may soon give rise to the beginnings of a cult system.

Meanwhile, far off in the shifting Lost Lands Between, the birds of Aurloura have been unable to enjoy the same success as their distant, maritime cousins. Lacking stable connections between communities, most have adopted a more nomadic lifestyle out of necessity. Some have taken to living in close association with populations of ungulates, whether to hunt them for food or to follow them to more fertile pastures. In any case, they seem to be faring better than the Bloodbags, whose biome has seen them struggling to subsist on local flora and fauna farther out from the sheer Life energy pouring out of the Winespring.

Etheric Improvements

Having completed Starbase ANTHEM-314's exterior, the tireless beetle carved out efficient office-provinces of evL9dbpOHCjvBby8CTytNg== and iU8M5CnZ3QsyJKmaDd8jIg==, also known as Workspace 1 and Workspace 2 (ANTHEM-314: -1 Machine Act, +2-2 Unaligned Acts; +Materia).

ANTHEM-314 also blessed Remorse with the light of Ages, such that its light would persist for a season should it be struck down in battle with no replacement (ANTHEM-314: -1 Ages Act; +Materia).

Victory over the Sun

Tired of Remorse's remarkable resilience or mourning the loss of its dear sun, the Star of Chaos, Yitterbium wreathed itself in Chaos and Flesh in the image of the slain star and rushed to attack the hated daystar only to find Neobel Eka and Yalini standing guard there! Ready for Yitterbium's attack, Yalini flared brightly and diverted the furious Emperor, but this had the effect of directing the Neobel Eka's jet of wine into Remorse, quenching two faces! Intoxicated with godly wine, Remorse managed to dodge Yitterbium's next swings but waltzed right into Yalini's unturning strike in the process. Luckily for its survival prospects, the Inebriated Sun still managed to send a scorching indigo beam at Yitterbium. Held up by Yalini, Yitterbium was unable to land a blow on Remorse, but seemingly according to some law of viniversal gravitation, the Neobel Eka's flailing of a thorny vine deflected and again struck the Sun, putting out another face and sending it crashing into Yitterbium, who grabbed the Sun and squeezed, knocking out another two faces. Whether to rebuke the Wine of Life for damaging their precious charge or simple difficulties in targeting chaotic Yitterbium, Yalini's next beam boiled off some of Neobel Eka.

Caught at last in Yitterbium's grip, the Sun let loose a flare with its remaining faces that did little to dissuade the Emperor of Flesh, who squeezed harder, darkening three of its faces. The Neobel Eka reached far and tried to dislodge the captured Sun, but bathed in the chaotic rays of Yitterbium and still-scorching heat of Remorse, the vine they sent shriveled, and they were forced to fling it away into the darkness. The heavily injured Remorse wriggled and squirmed, gouging Yitterbium's flesh, but unable to escape Yitterbium's clutches, it soon succumbed to its injuries and went out.

Remorse has been beaten into the Imperiled Shell.

Yalini's world guardian Aur and ANTHEM-314's blessing of long-lived light would prove to be wise indeed, and between Aur and the last light of Remorse, complex life on the Final Shape will be safe for another age. This should be plenty of time to create or restore a sun.

Paper Teeth

Gregory has hollowed out Serenus' maxillary teeth to build Yawning Repose with the power of the icons given by the Guest (Gregory: -2 Faulty Acts; +Materia). A currently uninhabited province of countless electrified rooms closely connected by communications, it would make a fine hub of civilization or bureaucracy alike. Perhaps on the verge of founding a department, Gregory has also created the host of the Gregori, nine-winged, forty-four-tentacled wombat angels of bookkeeping and clownery (Gregory: -1 Order Act, -1 Civilization Act; +Creatia).

Council business

The Celestial Policy of Fulgurous Mercy, reproduced below with public signatures obtained so far, continues to languish unpassed but also unkilled for now.

Angelic Initiative

Displeased with the caprice and apathy of the gods threatening the stability of the world, a small number of Gregori, Roachids, and a couple unemployed Angomlivyrs have turned their backs on their hosts to found the Department of Mortal Affairs under the charismatic leadership of Precious-Is-The-Fledgling's-Breath Stomil. Wanting unobstructed sky access to better observe conditions in outer space (and some distance from the Department of Punishment), they have taken a small corner of Workspace 1. Their complete lack of funding was almost offset by their very low staffing and currently high morale.

Department of Mortal Affairs founded!
Fund them (discounted!) or encourage staffing to keep them.

Gesta Gongonum

As the Guest continued on its sojourn out of the comforting existence of the ontosphere, Gongon and Yalini accepted a wilting flower in an inert jar. Of what appears to have been around two dozen petals, four petals remain, barely attached at this point. (Gongon: +2 Feeble Acts; Yalini: +2 Feeble Acts) Unfortunately, the handover and division appears to have accelerated the flower's decay. Gongon's share was soon given to Shredder, who was tasked with reviving the Seven-Days-King through fell Gomagic (and befriending more weather).

Burning off the remaining petals along with Shredder's memory of the Celestial Policy of Fulgurous Mercy, Demetria, and Serenus and enlisting the Elegiacal Easterly's aid, Shredder-that-is-Gongon succeeded in shedding a stormcloud very alike the Seven-Days-King in stature but immortal and no longer ruled by a need for warm waters and favorable winds. Proclaiming itself a greater king than even Gongon, the lofty cyclone refused to submit and join Gongon's court. Unmoored from the usual needs of stormclouds, the Seventy-Seven-Days-King has begun gathering up an army of winds and clouds for a violent campaign to subjugate coastal mortals. The Enamored Easterly saw no conflict between Gongon's agenda and the reborn stormcloud's destructive goals and has enthusiastically joined the Seventy-Seven-Days-King, directing great flows of nourishing warm wine to the storms' spawning grounds.

Oblivious to the developing situation, Shredder continued on its merry way and made friends with the violent gap wind sXzAQhLUlwL+gnG9XEu6VQ==, who blows through a pass in the Mountains of y7rulspowTvwA7ZAfDkpPQ==. Alas, being geographically confined, sXzAQhLUlwL+gnG9XEu6VQ== was unable to join Shredder's adventures. Eventually, Shredder arrived to Retreat where it stumbled upon the Roach-Dragon guarding its treasure closely. The Roach-Dragon waved at Shredder and sent a gift of Chit-Chatters Shredder's way.

Elsewhere, in the process of begetting the host of Gestators (Gongon: -1 Insanity Act), Gongon argued about the merits of housing office space undersea at the scale the gods had need for. The displeased sea proceeded to stuff entire corridors in the Sanctum Sanctorum with rotting corpses of great aquatic beasts, which luckily had the side effect of banishing some of the Angomlivyr taking up residence there. Shortly after this, Gongon gave birth to the Gestators, who proceeded to claim Port Wine only to be shown that lacking a department, they had no charter entitling them to occupation of Department of Punishment space. Without further ado, Gongon continued with the partial creation of the Censors with unknown consequences that surely won't be bad in any way... (Gongon: -1 Ignorance Act)

Department Punished

The ongoing funding shortfall in the Department of Punishment has led to a great exodus of personnel, many of which have taken to petty banditry by way of punishing random mortals well beyond what department policy would prescribe to make ends meet. Should nothing be done about this, they may become a stubborn, persistent obstacle to mortal development (-Materia).

Life...uh, is finding ways

Sparks have spread throughout the islands of Demetria, and ungulates have been spotted at the margins of the Mountain Range of Mountain Range of y7rulspowTvwA7ZAfDkpPQ== after spreading to the Winespring and its coast.

Even more ignorance slithers into the Censors, finally twitching them into full animance, no doubt perfectly fine after their short bout of suspended animation, they spring to work, though not the work they were initially designed for, that having been long forgotten.

1 Sanity is used to strengthen Shredder, making them more destructive and resilient, flying teeth sharpening into mono-molecular edges, ominous winds howling out ever darker truth-lies...

A great crack! echoes, as Gongon's immature exoskeleton abandons them, not thinking well of Gongon's future prospects.

Half of half of the exoskeleton is used to complete a hostile takeover of the Department of Punishment, adequately funding them in the process. (1 Sanity) As Gongon has half control over the department's staff, this should hopefully not be too difficult.

As all flesh things created by the department of flesh do so under the authorization of the Emperor of Flesh, the Emperor of Flesh has a limited authority over them, allowing crude body puppeting or limited direct commands to be given.

Ah Bureau of the Heavenly Mandate, such wondrous hubris! It's piles of teetering flesh scrolls and seemingly endless inkpits. Cobbled together from stolen departments and uneasy collaborations, and headed by a divine insane idiot, it was a doomed folly from the start. And it yet, for now it, trundles on, too large too fail.

The Department of Punishment is tasked with humbling the sea until it accepts its fate as houser of offices.
The Department of Flesh is tasked with creating more Censors
The Department of the Death attempts to move dead Sornlun into the Dull Maybe (potentially realizing the Sornlun Dull Maybe Subworld as dead Sornlun), thus hopefully removing the blockage that is preventing everyone else from moving on.

From some "unwanted" organs, Yitterblum forges a Blistering sphere of flesh, pulsing with vast quantities of Chaos- beams of both light and darkness strobe forth from its skin.
And once more- he names something The Star of Chaos.

Various pieces of hard leather are fashioned upon unknowing workbenches into the half-made angelic Host of the angelic Host of the Grigoos, completed by Gregori [1 Ignorance, 1 Order]
Patrons: Gongon and Gregori
Wandering Zen Kangaroos with sucky things that scream like they're dying who are immaterial to non-spiritual things and generally invisible (and otherwise unsenseable) to mortals, who catch souls in big sucky things that scream like they're dying and then stuff them between calming sheaves of census records in their pouches, stapling them in place to keep them from falling out, eventually going back to the afterlife with a pouch full of many souls. In the case of zombie mortals who are still animate despite their death, the sucky things that scream like they're dying would just suck the soul straight out, while the corpse becomes properly dead.

The remaining bits of gristle auto-carve into various bureaucratic guidelines and messenger skeletal pigeons and grim robes of office and arrest warrants against dead souls, beginning to create the beginnings of the Department of Death, with is then completed by Gregori [1 Ignorance, 1 Civilization]
