Citizens quit mining

The only way I can get them to mine is using"prioritize Dig" in DFHack. Is there some proper way to do this? Am I supposed to fill their needs before they'll dig? I am out of rock. How do I do this?

Are they standing around with no job instead of digging, or are they doing other things like hauling?

It was "no job" and things like socialize. I've already used prioritize dig for this, but what is the best way to deal with this next time?
Socialize would mean they will not dig until done socializing, and "no job" can mean "stuck in a tree but not thirsty enough to risk climbing down" or "bleeding in the dirt because there is no hospital" or "running in terror from that kea/raven". It may be there was temporary reason that the miners were not available and by the time you did Prioritize Dig, the problem resolved.

The common reasons miners don't dig are, they are stuck in a mass-hauling project or the miner happens to be working a workshop's repeat order. I try to trigger them to start mining by interrupting their current job and setting the digging site's designation to "1" which seems to work. If they have "no job", I might check their location and situation.

Make sure you didn't give them woodcutting labor, it's not compatible with mining.
