I don't understand how to get my soldiers to put on their uniform

Many of my soldiers are leaving parts of their uniform out; I can see the equipment in the stockpile. How do I get them to put everything on?

Are you playing a post-Premium version? One of the outstanding Premium bugs, as I recall, is that certain professions (namely miners, hunters, and woodcutters) won't equip a standard uniform if they're assigned to a militia. So your first order of business should probably be to check each soldier in your militia and make sure none of them have clashing labours assigned, and then report back if the issue persists.

If it is boots and gauntlets they are not wearing, then it is happening because the setting "wear armor over clothing". Read the first two paragraphs at this link to the wik.

If they are not wearing all their equipment, give them some sort of order and they will decide they need to find their uniform.
