I've been thinking about this for a little bit because all the other pink cards seem to be racially based, but I couldn't figure out what stork based reproduction has to do with Salamanders especially, but I guess maybe it how you've described them as Neotenic? A more whimsical (and probably more efficient) form of reproduction for a more childish race?
(Hmm... You may be right, actually. I compared "The Stork!?" with other red cards. I thought it's background looked a bit more pink to me, but i think i was mistaken and "The Stork!?" might indeed just be a red card.
Though, it isn't in my hands, but if it was, i
would have "The Stork!?" as a "miracle" card of sorts, available to all players.
An alternative interpretation is that "The Stork!?" card is an euphemism for parthenogenesis, which the salamander-kin might conceivably be capable of, and that
would make it a racial unique. And it's only named "The Stork!?" because "Parthenogenesis" wouldn't fit in the card header
