Plains has one major advantage over Old Reactor, the Rad is gained that turn. Then next turn, it's gained again. Unlike End of Turn or Start of Turn which only nets you 1 on the next turn, Plains let's you play a 2 Rad card. Or just get access to Rads earlier.

Simpler Days shreds Hospital. It neuter's Tea Plantation. It gosh darn reverses Modern Reactor's gain. All on a common card. Sure, it will revert back just as quickly. But communism is the answer comrades. So we don't get stalled out to oblivion. Again.
