What makes this water reactor fail?

It mostly works, but every once in a while it loses all power, removing all milling tasks from the millstone. I first tried with just one wheel, now with two. How is this supposed to be working exactly?

I figured out the problem. It was watching youtube tutorials instead of reading the wiki.

Yeah, two wheels share water, which goes around randomly, you could separate them to be more stable. Or use an alternative design, which is my preferred, because more compact and easily scalable:

The bottom z-level has track stops dumping water into the south tiles, which have slopes for access if necessary. The track stops are linked to the levers at the top z-level, so each can be disabled for maintenance or to decrease power (not really necessary, even when you are adding other wheels, but I like it). Total water  amount level per wheel is 11 (most of the time its 7/7 on the south tiles and 4/7 on the minecart tile), but when the minecart is filled it takes 2/7 temporarily. Water was added by bucket brigade. This setup can run indefinitely.
