Well, the rules themselves state that if no decision can be made, the moderator will pick which design wins randomly, selecting from among the designs that are tied.

So a coin toss if it's just two of them.

If we as a group agree that no, we are not going to be changing our minds or moving our votes, then that should trigger a coin toss between the M12 and the Windgun.

Rolling the dice or flipping a coin it’ll get the game moving along so I support it.

Precisely part of why I'm supporting it too. I just don't want this to fester for days and days as we get more and more salty. To that end I'm fine with deciding the winner between our two favored designs randomly, as long as both sides of the argument agree that they won't be salty if the coin toss isn't in their favor.

I could roll a weighted die, with a d(total votes) where each vote is represented by a number. So currently it'd be a d9 with 1-4 as the one thing, 4-8 as the other, and 9 as the last.
I'd take that too, naturally, since it allows for the extremely funny possibility of the rocket gun being selected despite only having one vote.

As for vote resolving method, I'm more in favour of the chaos-inducing weighted die roll instead of coin flipping

Opposing the use of GUNPOWDER in a ww1 based mostly realistic armsrace is basically against the spirit of the game. If you don't want gunpowder, then stick to the goblins vs kobolds armsrace that requires no historical knowledge and is based on fantasy with soft science!

There's plenty of funny things to do with hard science. History of humanity has been using tools in innovative ways and being inspired by nature.

You think gunpowder wasn't a wacky idea for centuries? you think agriculture wasn't an insane prospect that was laughed at by cavemen? dedicated breeding of dogs was mostly for the amusement of nobility!

You look to history blinded by prejudice of past failures; Failing to see the shine of sci-fi futures. Or in other words, you want WW1 Military Industrial Complex. Not an Alternate version that never existed cause it failed in our reality where rules were more strict. And yet our reality has some very strange things too, like quantum computing and superfluidity.
