With the people of the north facing some, uh, issues, the capital has deemed it necessary to expand the city through the construction of a new residential district to house citizens looking to live somewhere with food. Citizens of working age who move from the north to the capital are guaranteed employment in the Imperial Workforce if they are not an established tradesman or merchant.

RESULT: [Expected] Sure, moving tens of thousands of people across the country might sound daunting, but the resources of the Empire are boundless. Northern governors might not like the idea, but if they were going to starve anyway, what are they really losing?
With the amount of hungry mouths reduced, local governors are able to handle the famine with only modest losses.
Of course, this relocation comes at a cost. Expanding the capital, transporting and feeding the migrants, and then finding work for all of them eats into the treasury.

They're worried about all the peasants leaving their farms to move to cities where they think they'll have better lives. Easily solved, we can just issue a quick decree that bans peasants from migrating. Problem solved. Well, I suppose it might cause some workforce issues later, but eh.
