Hmm well.

Revitalize Trade: Since the North cannot grow adequate food, food must be brought to them. Increase subsidies for grain, and reduce the tarrifs and taxes on ships that transport foodstuffs, both foreign and domestic.

Decrease: Reputation.
I oppose decreasing population. First it feels bad :p. Second is people provide all the work, all the juice behind everything else. It provides our tax base, workforce, recruits. I can easily imagine a decreasing population causing a deleterious effect on all other attributes. (Though like if pop is high to everything else I’d say decrease it then.)

RESULT: [Expected] Sure, moving tens of thousands of people across the country might sound daunting, but the resources of the Empire are boundless. Northern governors might not like the idea, but if they were going to starve anyway, what are they really losing?
With the amount of hungry mouths reduced, local governors are able to handle the famine with only modest losses.
Of course, this relocation comes at a cost. Expanding the capital, transporting and feeding the migrants, and then finding work for all of them eats into the treasury. (-1 Wealth)

MANUAL DECLINE: Population: So, that migration plan worked out okay, but it upset some people. They're worried about all the peasants leaving their farms to move to cities where they think they'll have better lives. Easily solved, we can just issue a quick decree that bans peasants from migrating. Problem solved. Well, I suppose it might cause some workforce issues later, but eh.

At 14, the Emperor is starting to occasionally question the Regent's decisions. Fortunately this hasn't resulted in any major drama so far, and everything is completely fine forever.

DISASTER: Heavy rainfall in the South... isn't really news? Like, wow, did you know there's salt in the ocean? I mean, sure, there are complaints about villages being washed away by mudslides, but that happens every year.

RANDOM DECLINE: Military: Rumour has it that some Barbarian nations have started to organise their armies in a crude imitation of the Imperial Army. Heh, it's not like they could ever reach our level- after all, we've already reached perfection in all military matters.

DISASTER: Heavy Rainfall (Insignificant): Heavy rainfall in the South. Local governors are perfectly capable of dealing with this.

-Revived Senate (chance to avert civil wars)
-Revised Imperial Budget (makes financial reforms easier)
-Imperial Workforce And Relief Fund (makes infrastructure expansion easier, makes peasants unhappy)
    -Northern Canals And Ecological Livability Project (increases risk of flooding, decreases risk of drought)

Hydrological Arbitrage: You know what needs more water? The North, that’s right. We shall build canals and divert rivers from the south to the north to result in a more equitable distribution of water. This is only just and fair, and shall prevent too much flooding in one area and drought in another.

Money is good. More money is better. Having sources able to provide more money on a steady basis is even better.

Bad business is bad, so the empire has bean counters audit businesses in order to identify poorly managed enterprises with potential to thrive. This Imperial Revenue Service helps successful business owners find and buy out failing businesses within the same field in order to improve efficacy of the markets overall. Businesses that benefit from BEANS have a slightly increased tax rate but benefit from boosted business brought on by preferential treatment and closer overall ties to the Empire. Monopolization is good if it works in our favor’

It’s about efficiency. If we just respond to every issue that comes across our desk then we’re always going to be behind the eight ball. We should be using disasters the governors could handle on their own as our chance to get ahead of things somewhere.

These governors clearly haven't solved the issue of yearly floods that wash away the villages put under their care. From the sound of it, it seems to be considered but a cruel part of life. Such apathy is no doubt part of why this empire is falling.

We could do something to help prevent those disasters from continuing to happen in the future, or getting worse. That is how you "get ahead", not by ignoring the current issues in the hopes they just go away and never again rears their head.
