Watching over Goc and particularly Western Mesortia with a highly exacting gaze, Mauitu comes to the conclusion that her current funds aren't sufficient to create a species of mortals with a chance to truly thrive in the current environment. However, in the coming seasons more funds will become available, and more life will almost certainly appear in Mesortia in the coming seasons. Satisfied that the course of action most likely to succeed is to wait for better conditions, she waits.

Pass.

Shaken from their watchful gaze by a reminder from the pantheon's resident serpent, Laurel pulls a violet quill from their halo, before beginning to write once more.

Quote from: Tale
The Arboreal Accumulation
(Elementally Charged Forest)

A melting pot of the elemental energies left over from the forging of the world, the Accumulation’s life draws upon and utilizes such energies for both consumption and combat.
The canopy sparks, sizzles, and shakes with outbursts of energy.

Satisfied with their work, Laurel returns the quill to their halo, before laying the scripture flat across the desk and casting it down to Eastern Mesortia.
Afterwards, they open a drawer of the desk before pulling out a much more conventional quill and beginning to write.

Quote from: Document
Laurel, The Third Weave, The Outstretched Hand, All The World's Hopes, for the case of this document known as Petitioner, formally requests The Arbitrator to upgrade the Petitioner's claim on the First Biome Slot of Eastern Mesortia into Ownership of the First Biome Slot of Eastern Mesortia, due to the lack of current Ownership and current occupation of such by a Biome Owned by the Petitioner. The Petitioner thanks The Arbitrator for their time.

The Petitioner thanks The Arbitrator for their time.

Mira, the Connector, contests this claim on the First Biome Slot of Easten Mesortia.
Reasoning, 2 Features in the Region do not belong to Laurel. Their claim is not sufficient, nor do any mortals exist to give rise to the claim.

The claim isn’t on the region though? And, uh, the Iseleti definitely exist.

They do. But to claim a biome will reduce our own ability to interact with the region, and set up for them to eventually claim the region. I do not believe being able to claim biomes is something that should be allowed. If you want to claim a region, it must be clear, not murky. By claiming a biome, it forces a cost upon us if we wish to ourselves spread mortals and wildlife in that area. Everything would have to come through our Features, and direct action would always accrue a cost in that biome as a result of this claim.

What makes biome slots any different from feature slots? Why wouldn’t they be claimable? And as stated, it’s not a claim on the region, so why are you acting like it is? All the biome slot claim affects is the biome slot and the biome it holds. Features are independent of that.

It's principle. The Region is contested, and so the biome is contested. Our starting region only has the one after all.

Ammu crafts an Artifact [6+3, 9] and lobs it into Western Mesorta.
Object of Abject Annoyance.
Forged from annoyance at the universe, at laws that seem senseless, and a balance that is missing-
this object takes the form of a crimson sphere of crystal that seems to burn with an inner light.
Those who view this sphere are driven to own it, to take it, to display it- for it to be theirs at any cost.
Occasionally explodes into a small fireball when the stars align correctly, reappearing elsewhere in the same region.

I suppose we'll want to petition for a Casus Belli for that.
Never mind, this is fine.

Mira settles in for the waiting. Apparently nothing to do as the water can't become a sub-feature of the First Tree.

Petition that the ownership of Western Mesortia (the region) be split between the current claimants, being Vahranis, Ulkolac, Mauidu (The 'Western Gods.")
For the duration of the agreement, these three shall be the sole owners of the region, and all three shall be owners.
Income produced by this region will be split evenly between the claimants, yielding a current estimate of 0.5 Glory for each. Fractions exist.
Placed into a communal pot. This pot may be spent by unanimous agreement of the owners.
Owners shall be able to interact with the Region freely, as they see fit.
Should any owner see fit, they may dissolve this agreement at any time for any reason, returning the region to an ownerless state, and splitting the current pot as evenly as possible.

Mira oversees the Connection between the East, all for the development of the Region.

Quote
The Three Undersigned Gods Agree
  • Glory Gained from Eastern Mesortia's Split Ownership shall be divided into 3 if possible, with excess forming a Pot o' Glory.
  • Should 2 of 3 Gods Agree, the Pot shall be drawn upon, shared equally, excess kept within the Pot.
  • The 3 Gods can Agree to Spend from the Pot o' Glory for the development of the Region.
  • Should the Split Claim become Contested by one of the Gods signed, the Pot o' Glory is sealed until the end of the conflict.
  • Achieving Sole Ownership shall split the Pot into Thirds going to each God, then excess into halves for the losing two, with the Winner of the Region Claim providing the remaining Glory to the last whole.

So Signed the Three, Split Ownership Agreed.

Signed, Mira the Connector

Vahranis agrees to this proposal.
