Troubles getting a temple up to temple complex

So, based on my estimates of the value of this temple, it should be somewhere in the neighborhood of 35,000-40,000. Yet, it won't even acknowledge 10,000.

I have detailed every floor and wall.
I have put 10 sterling silver statues in it (~200-1000 each).
I have 10 sapphire gemstone windows (all cut, all three gems that make the window valued at ~1000).
There is an altar in it made of Dolomite.
Many Dolomite thrones have been arrayed pew style.
Two iron chests to hold musical instruments when I finally make some...

This is my layout in classic ASCII (using standard floor and wall in place of detailed markings - ALL are smoothed & detailed), and gem windows are sapphire blue:

To be sure, does the zone also include the walls and windows?

Past that, I'm not sure.  I know that there were some reported bugs about artifacts in display cases not counting for room value, but that's the only bug related to room value that I'm aware of.

I've never tried to get a temple value this high, so no direct experience.

I've managed it on the hardest economy settings, so it is possible. I added a dining room and museum to the complex as I don't like just cramming a single room full of stuff.

Main issue was whichever noble is in charge of understanding room value just didn't have a high enough skill level so the value you can see caps at some point. It is still increasing though.

Yep. It includes everything. I do wonder if gemstone windows have a set value that isn't the total of all the gems that make it.

EDIT:
I managed to get it above the required value by enlarging it, detailing the floor, and putting in a few more sapphire windows.

Any advice?
It looks rather small for a complex.  You generally want larger than that, plus smoothed and engraved (preferably by skilled engravers).  That said, you can usually chuck in a high-value artifact to fudge it.  Put it in a display case, inside the temple zone, and if you have thievery issues, you can probably put windows or traps around it.  I forget if windows make it unviewable these days.

If you already have it smoothed and engraved, it might be somewhat dangerous to expand it as that might involve destroying masterwork engravings and aggravating the dorf who did the original engraving.  In that event, and if you care about that (which you might not if the dorf responsible is already dead), consider building an entirely new temple complex. 

Seek walls made of metal ores and gems, these buff up very nicely.

At least if it's correct, temples and guildhalls do count value correctly.  And in my experience it's worked, but I might be misremembering and my usual use of artifacts in temples and guildhalls has been using buildable type artifacts that you can turn into actual buildings like statues.  Artifact statues (I like ones of the deity of the temple) definitely work.
