Work orders not being worked on

Hello,
I am relative new to the game. I have had several fortresses and in each one the work orders that I create don't seem to be getting completed or even started. The workers all just do their own thing. I have the materials to complete the work. Would it be the materials are too far from workshop? Any insight would be greatly appreciated as it seems I always have the laziest dwarves around!

Is your manager functional (not dead or in hospital)?
Does he have an office (required after population hits 20 or so).

What are the dwarves doing instead? Are workshops just sitting there with no jobs lined up in them?

First the manage has to go to his office, sit on a chair, and "commit" the work orders to workshops. After that the orders turn into tasks in the workshops.

A dwarf who is allowed to work in that workshop can decide to take up the task, if the materials are unavailable it will be cancelled (with a notification) and later re-created to try again. Note that some jobs require more than one material, such as ordinary forge (not magma forge) requiring a coke bar and one or more metal bars to make items, if you have metal bars but no coke the tasks will always just get cancelled.

Basically just stalk the manager and see what he's doing, and you can also try designating a dedicated worker to the workshop and stalking that worker, and check the notifications for cancellations. If the dwarves have "no job" then there's something unavailable (like the manager has no chair), otherwise it should be pretty obvious what they are doing.

In some cases dwarves can get stuck at entertainment venues like taverns, temple, guild halls etc, they can also get stuck in gathering zones, they may or may not eventually free themselves, I think this is more of a bug than dwarves being too engrossed to work. You can delete the zone, or just erase most the zone and only leave it covering blocked tiles (like walls) so you don't have to completely recreate it later and can just paint it back, this will kick all the dwarves out sending them off to work.

The expedition leader/mayor can get extremely busy with conducting meetings and makes a bad manager.

My manager always tries to Socialize! in an empty guild hall and gets stuck there. I have to send a squad in to socialize because disabling the zone doesn't help.

When you are looking in the 'o'rders screen, one of the icons is either a green "V√" or a red "V-". That icon indicates whether your manager has validated the orders or not.

You are correct, at present disabling zones doesn't boot dwarves out, I think it disables the primary zone function (dining hall or whatever) but not the special room type (tavern, guild hall etc) . That's why I erase the zone from all tiles a dwarf can stand on, which does boot them out. Once I even made a setup where I had enemies behind windows that I could selectively display to the guildgoers to terrify them into leaving but while amusing, just using the eraser is much more practical.

If you only have a Guild Hall to satisfy a petition it's helpful to know that the Guild Hall doesn't need to be accessible, it can be completely blocked off and still satisfies the petitioners or at least ensures they shut up about it, and you don't have to deal with dwarves wasting time and getting stuck in it.
