Is it a bug that water pressure can't move diagonally?

I imagine we were intended to use flood gates to prevent flooding instead of exploiting an oversight in the pressure checking system.

Yes. But that's besides the point. "Is it a bug" was the question. Some bugs have been around a lot longer than a decade.

I suggest asking in Future of the Fortress (I imagine someone has asked the question before, so maybe search there too).

I'm always afraid if I ask something in Future of the Fortress, the answer will be something that is common knowledge that I shouldn't waste Toady's time with.

You could argue that diagonals shouldn't reduce water pressure, but you could also argue that doors and bridges shouldn't reduce water pressure to 0. The question with diagonals might become, "how much should they reduce water pressure"? And, could dwarfs build a 1-tile construction that allows a n/7 liquid through every n ticks? Maybe the quality level of a door could determine how much water will leak through it...

Some "bugs" are the equivalent of "making a decision to round the numbers in one direction instead of the other", until a better way of doing things is done.

And unless Toady specifically says that's what he did, it's a bug (he apparently said he didn't remember and had no good reason for doing so, so guess it should be on the tracker).

There are, as the op pointed out, floodgates in the game.

Diagonal control is FPS friendly though. If I have a well reservoir with an open connection to my brook, there are only very short periods of time when there is flowing water in the system (when a bucket is filled, until that 1/7th tile of water is replenished). If I use a floodgate system with a larger reservoir and pressure plates to control it filling safely, there is much more flowing water time.
