Spie is Easy, makes some minor modifications and one major but nondemanding one.

Secretly a spyplane is Normal if you want the cameras to be meaningful.

NuEve is still Normal, since a crane isn’t quite enough of an addition to make the revision meaningfully more difficult.

Revision Phase

Proposal: PC-46 "Firefly SPIE"
Difficulty: Easy
Result: (2+1)+1=4, Poor

While somewhat slow to sink, the Firefly is not necessarily able to take off after hitting the water. This can be changed with a strut attached to each wing ending in a small pontoon. While the aircraft may have difficulty taking off and landing safely in rough seas, the SPIE is still a somewhat seaworthy plane, especially if it manages to have proper support. The SPIE is used exclusively by UNSA government and military, and can be easily identified as the "official" model thanks to the paint job and, well, the pontoons. The aircraft is lightly modified to better maintain altitude at lower speeds and permitting unpowered silent glides, and usually everything stays in one piece on landing. Backlit gauges and control panels in the cockpit provide illumination for the pilot and copilot should they need to fly at night. A pair of seats allow passengers to come along on flights. A flashlight is also provided for each aircraft.

A slight increase in Ore cost brings the PC-46 "Firefly SPIE" to 5 Ore, 2 Oil, and 5 Caelium, making it a (NATIONAL EFFORT) for now.

Proposal: Eve-Class Coast Guard Cutter v2 (Firefly deck version)
Difficulty: Normal
Result: 6+6=12, Unexpected Boon

In an age where increased presence may be more important than outright firepower, empowering the Coast Guard is a solid means of bolstering territorial integrity without coming off as outwardly hostile. To that effect the Eve is a moderately disarmed modification of the Herring, swapping out two of its guns for an open aft deck and crane. The crane can be used to pluck plenty of things from the sea - lifeboats and light wreckage for instance - but is primarily meant to pick up or place the Firefly SPIE (useful for Search & Rescue, obviously) stored on the aft deck. Large stores of aircraft fuel and an easily accessed maintenance bay means the SPIE can be refueled, repaired (if needed), and relaunched in a very short time.

A suite of antennas are used to pick up a wide array of frequencies in order to pick up any emergency signals that could be getting transmitted. Each Eve has a number of multilingual crew members in order to accurately determine which messages require prioritization.

Firefighting gear, hoses, water tanks, and the like, are also held on the Eve. Should a ship require boarding (for rescue, investigation, or otherwise), an extensively drilled boarding team equipped with axes (for recovering people out of locked rooms) and whichever best-suited weapons the military has available can be deployed rapidly (dressed in bunker gear if necessary) using one of the Eve's rafts. An extendable ladder with a pair of hooks at the top can be used to latch onto the rails of opposing ships if necessary.

Shifting costs at 3 Ore and 5 Oil means the Eve-Class Coast Guard Cutter is (VERY EXPENSIVE).

It is now the Strategy Phase. You will be assigning another resource to another empty resource node. You also have two actions to assign. You can choose to secure a location affiliated with you, take over a location on your side of the wall that is unaffiliated, or attempt to purge a location on the other side of the wall that is affiliated with the enemy.

While we without a doubt do need Caelium, we also do need Ore for, uh, fucking everything, and we don't start needing to make any hard choices until we get this third ore, which everything new and cool at least requires.

Also, robbing them of their best credits (and also in the process opening smuggling inroads) while giving ourselves another type of credit seems smart.
