…that said, we do have a lot of depleted gasified gavrillium being wasted when the refueling cycles vent it out. Wonder if we could do something with that.

Bubbling depleted gaseous gavrillium through water dissolves it, and in the process of forming a hydrate with water, absorbs a significant amount of heat energy. Enough to freeze it, typically, resulting in a physically anomalous block of ice. The energy is preferentially absorbed by the gavrillium hydrate complex, going toward… something, while the water takes on very little. This enables to ice to melt on the scale of weeks rather than hours at standard conditions, though ambient temperature, sun exposure, etc, still affect this.

The I.C.E. Pump, engineered by the Shternmann design bureau—specializing in civilian construction equipment—is a tool that permits a handful of men to build large semipermanent structures out of water ice, far more rapidly than conventional construction techniques would allow. The I.C.E. pump can connect to water mains when available, but can otherwise be connected to water pumps that can siphon from natural sources of freshwater. Regardless of the source, the water is pumped through high flow rate hoses into a wearable backpack, where a tank of pressurized depleted gasified gavrillium is bubbled through an infuser chamber that starts the cryogenic reaction.

The operator wields a large handheld sprayer, visually similar to that of a flamethrower. One hand on the trigger controls the power of the sprayer’s pump, and the other on a throttle adjusts the nozzle diameter between coarse and fine detailed spraying.

The I.C.E. Pump’s primary uses include disaster response (firebreaks, flood dams), construction of temporary structures (foot bridges, ramps), and military engineering (up-armoring command posts, creating cover). You could also spray a person with it as a kind of unwieldy non-lethal weapon, so long as the airways remain unobstructed and you aren’t too concerned about frostbite.

Design Phase

Proposal: GRADAR (Uses Research and Expense Credits)
Difficulty: Very Hard Hard
Results: (6+6)-1=11, Masterwork

Wave Alloy is a mixture of Gavrillium and Neodymium with a little chemical additive for good measure. The final product is a foggy translucent metal with a natural ripple across its surface. Current experimentation has seen Wave Alloy act as both a frequency amplifier for radio signals emitted from it as well as a magnifier for signals that pass through thin sheets of the material.

An obvious application for Wave Alloy is in RADAR - or GRADAR. GRADAR Stations are military installations consisting of a guard house, a small bunkhouse, and the radar bunker, for lack of a better description, topped with the GRADAR array. These rotating dishes, lined with Wave Alloy and utilizing both Wave Alloy Transmitters and Receivers, sweep the surrounding landscape to detect objects in their lines of sight. Aircraft, ships, storms, flocks of geese, all of these can be fairly easily tracked by GRADAR stations, and thanks to their very fine imaging, it's easy enough to tell them apart!

GRADAR Stations give a significant upgrade to the Federation's ability to monitor her borders, providing plenty of advanced notice of threats natural or man-made. Everyone from the farmer to the scientist, the engineer to the infantryman, could benefit from the knowledge GRADAR Stations could provide, and thanks to high levels of interest from Federation leadership it can! Public campaigns were launched across the Federation advertising the benefits of a local GRADAR Station (coincidentally in strategically sound locations), and public opinion soared upward. Local contractors were hired to spring up GRADAR Stations all across the Federation, and with no public pushback whatsoever led to quite a prolific project. Almost overnight the SFS sprouted an ever-watching eye, with a few of the facilities showing up on the Harren Islands and in the Fortress-City itself.

Due to the roll and use of an Expense Credit, GRADAR does not get a resource requirement and is always considered (CHEAP). Due to the very positive, if almost obsessive, opinion of GRADAR in the public eye, there are more than enough potential specialists in the field to make future work with GRADAR significantly easier (such as miniaturizing to use on something smaller than a building).


Proposal: "Oruz" Articulated Battle Rover (Uses Research Credit)
Difficulty: Hard Normal
Results: 5+5=10, Superior

The Oruz takes the basic idea of a tank and replaces the tracks with legs and wheels. Simple enough.

The Oruz' legs each contain an independent GGPRO-HP Engine as individual power supplies for their hydraulics as well as the wheels. This potent setup allows an incredible amount of energy to be fed into propulsion while a primary engine provides juice to the turret, air pumps, radio, lights, and all the other little auxiliary systems, and backup power in case of a leg engine failure. Wide reinforced wheels and powerful hydraulics give the Oruz the ability to carry the veritable bunker that makes up the primary body. A basic gyroscopic stabilizing system lets the legs keep the weapon system fairly stable on the go as they move independently to tackle uneven terrain. The "feet" rotate to facilitate turning, and allow the vehicle to rotate freely on a single position or move against a direction the front is facing, among other creative uses. 50-200mm armor protects the entirety of the Battle Rover, including cleverly designed overlapping plates providing full protection for the full range of motion of the joints. The 100mm main gun has a significant amount of depression to compliment the Rover's capacity to adjust stance, effectively allowing the Oruz to fire over or around cover and functionally go hull down in a wide variety of unprepared environments. The APHE rounds it uses are effective out to 2000m. The Oruz also carries a Pulemet No.6 mounted coaxially for the Gunner to supplement the main gun with and another mounted atop the turret should the Commander feel the need to add to the body count.

While certainly solid on paper in comparison to tanks of similar stature, what really sets the Oruz apart is its speed and acceleration. The incredible power provided to the beast allows it to attain speeds of 100km/h on or off-road. The wheels received a lot of attention during development, and while they aren't as resilient as treads, they're still incredibly durable, wide, and carry a deep tread (not the tank kind) that provides great traction on disagreeable surfaces. And if the terrain needs a different kind of tire or for some reason one ends up with bullet damage, well, it's a good thing the entire "foot" on the Oruz' legs are designed to be quickly removed and replaced as a whole with a couple turns of a wrench. Field swapping might be risky or difficult, but is luckily not entirely necessary, as an Oruz can function enough to propel itself on two legs (barring other extensive damage) - it just might not be fast or in a very straight line, but it could limp home.

Due to the high uptime the GGPRO-HP Engines provide, a nifty floor compartment comes with a pull-out sleep rack and one of those "little auxiliary systems" mentioned briefly above is a small faucet connected to internal water storage and associated pump.

The "Oruz" Articulated Battle Rover is a fairly well-armored vehicle, with some level of complexity regarding the workings of the legs, and makes use of multiple separate GGPRO-HP Engines. This results in the vehicle costing 6 Ore and 6 Gavrillium, making it a (NATIONAL EFFORT) for now.

It is now the Revision Phase. You have two actions to use, and should also continue to discuss potential action regarding the threat of Bryorian invasion of Iava. Remember, your options are:


A. Remain Neutral. Your alliance will not publicly speak or act in any manner that could compromise neutrality on foreign affairs. Bryor will appreciate this, while Iava will resent the decision.
B. Offer Humanitarian Aid to Iava. Equipment in your armory that could be used for non-military purposes is delivered to the island nation. Iava will appreciate the help, while Bryor will resent this.
C. Offer Humanitarian Aid to Bryor. A naval invasion is bound to be costly beyond the military expenditures, so non-military equipment from your armory is sent to Bryor to relieve that pressure. Bryor will appreciate this, while Iava will resent it.
D. Offer Military Aid to Iava. Bryor is acting aggressively and has a much larger industrial base than Iava. In order to give the Iavans a chance to protect themselves, military hardware is sent to the Iavans. This can result in Direct Intervention if a Military Unit is developed and sent over. Iava will greatly appreciate this, while Bryor will despise the action.
E. Offer Military Aid to Bryor. Sometimes it's best to back the favorite horse. Military hardware is sent to Bryor to fill any gaps in production they may have as the invasion approaches. This can result in Direct Intervention if a Military Unit is developed and sent over. Iava will hate this decision, while Bryor will greatly appreciate it.

And since interest has already been expressed, when the Strategy Phase comes you will be instructed to outline a package for aid (if you decide to offer it). While you may send a generic package that will put everything you have available that might help into the hands of a foreign nation that is potentially compromised by or in conflict with an opposing alliance, you can instead opt to make specific packages to target specific goals or maintain secrecy on lesser-known projects. If you have a National Effort, that National Effort can only ever be deployed in one location at a time, and will remain until your chosen aid package is adjusted or the issue is resolved in some manner.

Revision: Case(full) of Evidence
Intel gathered by our spies is compiled at the Federal Intelligence Center, a veritable load full of evidence demonizing the UNSA machine. Using this, we can build a very believable story tailored to fit any targets we need to convert to a Socialist way of thinking. This is much easier for the capitalists dogs to swallow than full on Communism, granting us a convert that will push for equal rights and lower class equality with the rich tycoons in the upper echelons. And in time, and evidence of the natural corruption that capitalism brings at the higher levels, we can use them to help with local operations. Propaganda, Spin, and Evidence, the three keys to talk our way through to our new allies.
Reposting this one for check.

GRADIO Mirror
A specialized compact designed to look like a hand mirror, cleverly concealed within the handle is a tuning wheel and button to turn it on. The use of wave alloy receiver as part of the mirror and a wave alloy transmitter built into the metal handle makes it prefect for communications across the wall and to allies, all covertly.

GRADIO Radio
A fairly simple application of Wave Alloy, able to send and receive signals of any strength. Use of a tuning wheel is used to tap into the network's frequencies, with the power button cleverly being used to activate this function. It also is very good at picking up radio stations for music, disguising itself as an civilian item for our operators. Low-power, high broadband ensures normal radios will have a lot of trouble deciphering the signal, with it seeming like static to them..
Use: Long press the power button for 20 seconds while the radio is off to trigger the network interaction. Use the Tuning dial to connect to the signal frequency you want to broadcast on. Communicate information over the wall or to other squads. To power off this function, you simply need to turn the radio off and on again. In any other case, it can be used as a normal radio, as you would.


Simply GRADIO
Rugged, simple, and easy to make in factories, the GRADIO uses the Wave Alloy receiver and transmitter to create the next tier of communications on the field and off. From communicating with your squad, to using it at home to catch radio channels with crystal clear sound, they are standardized and reliable to a fault, able to take some hard bumps, muddy wet conditions, and keep working off a pair of batteries for a long time.

Rather than refurbishing third-hand vehicles, we've actually gone to a manufacturer and got them to build us a vehicle from scratch.
Well, sort of from scratch. The chassis is actually an existing light truck chassis, with some minor modifications. Since this thing might end up in combat zones (though not active combat, ideally), some parts of the body are made from pieces of light vehicle armour (surplus from the War), providing modest protection against small arms and shrapnel.
While the original chassis was for a pure cargo truck, the TRUK is also intended to transport personnel, so we've included removable seating for six passengers. Then someone asked "can we put a machinegun on this thing?", so we cut a hole in the roof of the rear compartment, adding a ring turret that can mount a Pulemet No.6 (optional, obviously not present outside of combat zones).
The chassis was a two-wheel drive, but we want a bit more adaptability, so a four-wheel-drive system is used instead. Powered by a GGPRO, of course, with all the fixings and furnishings that entails.

The finished TRUK looks a bit odd, as aesthetics were a tertiary concern, but with a proper paintjob it isn't too bad. It is intended to serve well in multiple roles- fast, decent capacity, strong enough to tow things; can survive in dangerous situations better than a civilian vehicle; and while the pricetag will be higher than that of refurbished third-hand vehicles, it shouldn't break the bank.

Case Full of Evidence is Simple, because this is effectively what the Counterfactual Division already does.

The Mirror is way too large of a jump to manage in a single step from where you're at without some incredible dedication of resources and luck, so while it is still technically achievable it's Impossible.

As written I'm not really sure how to rate the radio. There's not enough there for me to work with to accurately gauge the proposal - unless it actually is just a Radio But Different On The Inside, which would be Trivial or Simple. But I feel like it isn't meant to be, and it feels like there's a sentence or two missing from the proposal.

Simply GRADIO is Very Easy. It's a radio meant for field use, which means a little more time and effort put into the product compared to a radio people will be putting on their kitchen counters.

TRUK is Very Easy. It's a party bus with no special fixins and works off of a solid foundation of experience you've been building upon. Even though the trucks being revised are part of a...less than successful project, your extensive work with the GGPRO engines helps out with shortcomings there, and it's also fun to headcanon your mechanics being very good at their jobs now after having to deal with the GGPRO Vehicles.

"Ezer" Articulated Scouting Rover
Greatly downsized, the Ezer was based upon the Oruz. It only uses a single GGPRO HP engine to power it's four legs, but maintains the same brilliance of the design to be able to move on and off road in any conditions. The core of the machine is a mobile command structure with Pulemet No.6 for self defense, and it comes with a Wave Alloy Radar and Radio to detect aircraft, large infantry forces, and larger vehicles in the field. Along with the auxiliary systems allowing a fairly long operation time, it's an easy to move scout or command center for infantry, able to mow down entire lines with it's internal ammo feeding the belts.

The range of it's GRADAR system suffers from obstructions, though it's still the great at spotting incoming aircraft, shells, and missiles. While it's not capable of spotting anything small on the ground, it's specialized to notice Movement compared to anything else the waves have to pass though. And in clear fields, that restriction is removed entirely, easily able to spot any moving people.


Bol'she Articulated Battle Rover
Based upon the Oruz, the Bol'she only has a single GGPRO HP engine. It's a good deal slower that the Oruz as well. However, it makes up for it by the integrated 108-mm artillery piece that comprise it's two cannons. It's central carriage was desined to act as a mobile arterilly platform, easily able to reach any position and even reposition itself mid battle. At a 20 to 70 firing arc, along with retaining it's ability to turn on it's carriage, the wheel's breaks lock it in place as the legs lay nearly flat on the ground, providing a very stable platform. The crew aims, fires, and reloads, and carries more than enough shells for sustained bombardment. And the two cannons allow an alternating firing pattern that great speeds the number of shells it can send downrange. And once it needs to leave, it can zoom away at 60 khms to another position, or just to reload on ammo.


"Perevozka" Battle Travelling Rover
The BTR is an armored personal carrier based upon the Oruz articulated battle rover. While not having the main gun of the Oruz, it's 60 mm armor and larger compartment, and not needing the ability to turn this compartment or reduce it's profile makes it sufficiently easier to build. A BTR can get troops or ammo anywhere at much greater speed than an APC, traveling over any terrain to do so. It's focus on storage of supplies or troops makes for a larger profile, but it also serves just as well in peacetime for transporting sensitive items or VIPs, as some focus was put towards protection from mines with a thicker bottom compared to the rest of the armor.

A No.4 Smoke Grenade is what it says on the tin. Has the trigger mechanism of the No.3, but instead of exploding, it releases a billowing cloud of dense white smoke. A non-lethal way to create a distraction, disorient enemy forces, or obscure a retreat.
For optimal distractioning, the No.4 can be fitted with an extra-long timer, lasting up to several hours (allowing one to be planted ahead of time, ready to draw attention at the right moment).

Sakonet Scouter
The Sakonet Scouter makes use of GRADAR strips on it's wings to detect far over the surroundings. Weapons systems were removed for this venture, and electronics packed in. As a two-seater, the pilot and co-pilot are able to help conduct rescue operations (or scout out enemy forces.) It has a water landing option as well thanks to an attached floats option, though such requires they be installed in shop and wheeled out. They are extremely effect at border patrols out at sea.

Zashchitnik-Class Defender
A modification of the Okhotnik-Class Destroyer, the Zashchitnik-Class boasts extremely impressive GRADAR capabilities, acting as mobile stations able to detect ships and aircraft at a ridiculous range. They also boast an underwater sensor to help refine data on the location of ships, ad a GGPRO engine for powering it's GRADAR and acting as a backup engine. Their accuracy at range is rather astounding, but their GRADAR works best when relatively stationary, relegating them to a defensive line and blockade. They are often escorted by other ships, and have on board radio to provide firing coordinates and locations to others. They do have a use for salvaging work and SOS rescue operations. If the signal is within range of them, their systems have no trouble finding the wreckages.

Ezer is Very Hard. Going from building to vehicle based radar isn't naturally too difficult thanks to your experience and success in the field of radar, but there's a lot that's being asked when it comes to the ability to detect (and display) shells. That's around a 10-15 year jump in tech, made possible only because of the results you got with wave alloy (and the existence of gavrilium of course).

Bol'she is at least Theoretical. Maximum possible power is being dropped to 1/5 while not only replacing one gun with a slightly bigger one, not a major issue by itself, but it's also adding an entire second gun. You also say it's a good deal slower than the Oruz while also saying it can get to any position and reposition mid-battle, which implies speed. Speed that probably won't happen anyways if you're killing all the power and adding a ton of weight. It feels like everything in this proposal is written to work against something else in it.

The BTR is Easy. Popping off a turret and throwing together a passenger compartment to replace it with isn't necessarily too outlandish - hell, we actually got to see an example of that this week in Ukraine. But I digress. Making a thing that kills into a thing that transports is Arms Race Tradition, and this one is done in a way that I won't punish (like the Bol'she).

No.4 is still Easy.

Sakonet Scouter barely qualifies for an estimate, if I'm going to be honest, because it manages to be a puzzle I can put together even though there's a piece or two I need to fill in myself. In this case, my initial assumption would be GRADAR strips are made of the material the reflective dish for the receiver, which would functionally do nothing on its own. The second sentence saves this by just cramming in generic electronics - which I am going to assume for your sakes includes transmitter and receiver, and the receivers are beneath the strips in the wings. When you're writing a proposal - especially when it includes special resources and materials - it does good to be thorough in describing what you're imagining, because we're not all hiveminded. Anyways, it's Normal. Pretty standard role switch aided by your recent success with GRADAR stations.

Zashchitnik is not going to get an estimate until there's a little more specificity on "underwater sensor". There's a wide range of things you could mean that could impact difficulty. Sonar? Hydrophones? Comrade Boris putting his head in the water? A long stick? It's enough that it could make the difference in the way difficulty goes here.

They are often escorted by other ships, and have on board radio to provide firing coordinates and locations to others. They do have a use for SOS rescue operations. If the signal is within range of them, their systems have no trouble finding the it.

Based upon the Oruz, the Bol'she only has a single GGPRO HP engine. It's a good deal slower that the Oruz as well, though it's armor reduced to 30-80 mm to keep speed up due to not needing to be on the frontline. The armor is angled up above the top to provide some cover for the firing crew. Said firing crew serves an integrated 108-mm artillery piece that comprise it's cannon. It's central carriage was designed to act as a mobile arterially platform, easily able to reach any position and even reposition itself mid battle. At a 20 to 70 firing arc, along with retaining it's ability to turn on it's carriage, the wheel's breaks lock it in place as the legs lay nearly flat on the ground, providing a very stable platform. The crew aims, fires, and reloads, and carries more than enough shells for sustained bombardment.  And once it needs to leave, it can move to another position, or just to reload on ammo.

And this one has had the parts cut down. (Along with a bit of armor rising above the vehicle to give a bit of cover for anyone on top near the artillery)

The smoke ruse is a... distaction. While it has many potential uses, the one I'm most interested in right now is the ability to divert attention, allowing our agents to bypass active Secure attempts (at least until UNSA steps up their game in response).
The BTR is useful for logistics, and better logistics never hurt anyone (unlike worse logistics, which are guaranteed to hurt us). It'd help infantry keep up with aubers, move supplies, tow artillery, etc. It's not very exciting, but it is pretty important to have something (of decent quality) in that role, and the BTR is a more interesting variation than a regular truk. It is likely to still be fairly pricey, but so long as we knock two resources off the cost of the Oruz, then it'd be Expensive this turn (the Oruz will be VE), which should suffice for Iavan needs.

Revision Phase


Proposal: No.4 Smoke Grenade
Difficulty: Easy
Result: (2+1)+1=4, Poor

The No.4 Smoke Grenade is, at the very least, a smoke grenade. The device is shaped like a cone-top can, with the main body of the cylinder being about thirteen centimeters long and with a circumference that should be comfortable in most hands. The cap on the cone-top part of the cone-top can is twisted and yanked off in order to light the five second fuse that triggers the smoking effect. Thick white smoke billows out of the opening at the top, and while the smoke can be shifted fairly easily by the wind, it does not readily disperse immediately.

A second deployment method can be used to initiate a slow, steady release of thick white smoke. This can be done by twisting the cap and leaving it in place. This slower burn can take two to three hours to finish dispersing the grenade's payload.

The combat-effective use of the No.4 is reliant on a striker strip running into the grenade from the underside of the cap. When the cap is removed, this should ignite the rapid release fuse. In reality, this striker strip can snap during the cap's twisting or during relatively rough or turbulent transportation. Failure rate is moderate, but a quick shake of the can can provide a telltale rattle that'll let the user know to discard it and use a different one. With no pin or similar safety mechanism in place, the cap might also be twisted and trigger the slow burn without the user being aware until they notice the increasing heat from the grenade and a stream of smoke starts flowing out of it.

The No.4 Smoke Grenade costs 2 Ore, making it (CHEAP).


Proposal: "Perevozka" Battle Traveling Rover
Difficulty: Easy
Result: (4+4)+1=9, Above Average

The Perevozka removes most of the armor (reduced to 6-12mm everywhere but the reinforced bottom) of the Oruz, as well as the main gun and turret, and replaces them with an empty storage space. Seats can be folded down from the sides of the compartment for transport of up to twelve personnel in relative comfort as well as their equipment. Firing ports can be opened on either side of the Perevozka to allow infantry to engage targets outside if necessary. A hatch on the top and a single large door in the rear provide quick and easy disembarking for infantry as well as easy loading and unloading of transported supplies. A ramp stowed beneath the door can be pulled out to ease loading and unloading even further. Without the armor and weapon on the vehicle, the Perevozka can reach speeds of 150km/h even under a full load. This speed and there Perevozka's terrain-traversing abilities can be negatively impacted thanks to the inclusion of a tow hook and winch installed on both the front and rear of the vehicle, but only when they're being used to, well, tow things. These tow hooks also make it incredibly easy to remove the vehicle from terrain that has bogged it down, should such an incident occur.

Thanks to the massive reduction in materials used for construction, and a slightly improved fuel economy thanks to the reduced weight, the "Perevozka" Battle Traveling Rover costs 3 Ore and 5 Gavrilium, making it (EXPENSIVE).

It is now the Strategy Phase. As always, you have two actions to use to either claim, purge, or secure, Harren Points of Interest. You must also select an empty resource node and assign a resource to it.

This strategy phase also includes your decision on the brewing Bryor-Iava Crisis. Remember, your options are:


A. Remain Neutral. Your alliance will not publicly speak or act in any manner that could compromise neutrality on foreign affairs. Bryor will appreciate this, while Iava will resent the decision.
B. Offer Humanitarian Aid to Iava. Equipment in your armory that could be used for non-military purposes is delivered to the island nation. Iava will appreciate the help, while Bryor will resent this.
C. Offer Humanitarian Aid to Bryor. A naval invasion is bound to be costly beyond the military expenditures, so non-military equipment from your armory is sent to Bryor to relieve that pressure. Bryor will appreciate this, while Iava will resent it.
D. Offer Military Aid to Iava. Bryor is acting aggressively and has a much larger industrial base than Iava. In order to give the Iavans a chance to protect themselves, military hardware is sent to the Iavans. This can result in Direct Intervention if a Military Unit is developed and sent over. Iava will greatly appreciate this, while Bryor will despise the action.
E. Offer Military Aid to Bryor. Sometimes it's best to back the favorite horse. Military hardware is sent to Bryor to fill any gaps in production they may have as the invasion approaches. This can result in Direct Intervention if a Military Unit is developed and sent over. Iava will hate this decision, while Bryor will greatly appreciate it.

While you may send a generic package that will put everything you have available that might help into the hands of a foreign nation that is potentially compromised by or in conflict with an opposing alliance, you can instead opt to make specific packages to target specific goals or maintain secrecy on lesser-known projects. If you have a National Effort, that National Effort can only ever be deployed in one location at a time, and will remain until your chosen aid package is adjusted or the issue is resolved in some manner.

Given the Bryoran leadership's outright dismissal of the international order that the Perpetual Conference seeks to uphold, it is imperative to the cause of world peace that Bryor not succeed at their unsanctioned invasion. To this end, the people of the Federation have chosen (through their representatives) to supply Iava with military equipment, as well as providing training and strategic advice to their armed forces.
Short of a resolution in the Perpetual Conference mandating direct military intervention, Federal troops will not engage in combat missions in Iava.

Iava will be provided with ample quantities of military equipment from the SFS arsenal (everything in the Land, Sea, and Air categories).
SFS will also establish several GRADAR stations on Iava, on land leased from the Iavan government. These will be operated by 'volunteers' from SFS, as the technology is too secret too complicated to teach outsiders how to use.
SFS will also ensure that accurate reporting of the conflict is distributed internationally, documenting the Iavan population's heroic resistance, and the malicious actions of Bryoran soldiers. These reports will naturally be... 'verified' in Osgorod before distribution. You know, to make sure there's nothing inaccurate mixed in by accident.
