Facility Phase I: Safe Harbor
Your superiors, whoever they may be, have given you command of the "prestigious" Boston Storage Facility. The International Cargo Terminal was deemed unsafe for human use after some palms were greased, and now it serves as your headquarters. The employees of your facility often come and go in disguise - city inspectors, contractors, occasionally local law enforcement - to keep from the facility drawing unnecessary attention.
The facility is pretty basic, since it's there to store the
very exciting One Note Recorders. There is a guard station with video surveillance of the property, three guards on duty at any time, and a pair of researchers. It has running water and a restroom. There are no secret rooms or hidden entrances, as it seems this is quite literally the most mundane operation you could have ever gotten your hands on (although there is a soundproof room replacing the main office, where they've also put your desk - at least your shouting in impotent bored frustration won't reach your employees). Watching people watch empty shelves and a few crates of low-tier grade school musical equipment is not quite the job you expected when you began work with The Organization. The only excitement comes in the form of the homeless trying to find a warm, dry place to rest, and even then the solution is a quick tasering and a quick dose of a Class I amnestic before tossing them into a van, tucking a half-empty whiskey bottle into their unconscious hand, and rolling them into a back alley somewhere.
The biggest thing taunting your employees is the lunches they need to bring in when one of the businesses that worked out of this complex was a nice little sandwich shop. It sits there, a big tease for those who want some good warm food. But that's why you got them a microwave.
The Organization is either testing your willpower or decided you were enough of a tool to have the most mundane facility foisted onto your lap. But hey, someone has to run it, right?
You've been briefed on the One Note Recorders. They are recorders, and they each only play a single note. There really does seem to be nothing more to them, although admittedly testing has been less than strenuous. The things haven't hurt anybody and are just annoying for the most part, so your employees, before they were yours, tested each one, saw the world didn't end, and decided to leave them stored in a few boxes.

When it comes to coming and going,
literally using the front door is probably suboptimal when it comes to highly secretive and potentially dangerous disguised compounds. Not that the Storage Facility is really disguised in any way. Which probably makes the situation even worse.
Luckily for you, a particularly keen individual passed some blueprints and documents from The Big Dig up the line to you. This paperwork outlined an extension to the very nearby Ted Williams Tunnel that was scrapped partway through construction and sealed off. This tunnel happens to pass beneath the warehouse, so it was a
very simple process to complete excavation and finish linking the facility to the highway tunnel beneath the harbor. Under the guise of rehabilitation of the tunnel, "contractors" "employed" by the city required the tunnel be closed for one weekend in order to "complete" their "work". A false wall identical to the original was installed at the fork and can be opened remotely by facility employees. The entrance is on the side going from the Boston Logan International Airport toward Boston proper and circles beneath the main tunnel, giving any vehicles we have coming from the airport easy access to the facility. This entrance is notably
not for regular use, as it requires a momentary shut-down of the tunnel using some of our existing construction worker and law enforcement disguises (transporting will always be scheduled for lowest-volume traffic hours). We do at least have the people responsible for monitoring the cameras in the tunnel on our payroll, so that's one less thing to worry about.
In order to facilitate the entire "bringing things in through the airport" idea, one of the hangars has been purchased through a shell corporation and has had a large temporary holding chamber for anomalies to be contained while awaiting final transport.
With ships able to tie up feet from the facility, our needs for somewhat subtle means of bringing equipment and anomalies in by air and sea are covered pretty well. But what of the anomalies being brought in by land and the employees?
Thanks to a network of unused subway tunnels stretching beneath Boston, it was pretty easy to find a parking garage in South Boston that could be tied into the existing network. What was more difficult was getting the line working without creating any undue curiosity. Once again, "construction" was used to shut down an existing line that could be temporarily tied into our own line and a couple older train cars slipped in before the lines were separated and our own Employee Line isolated from the Boston Underground. Another abandoned line was spliced into and extended beyond the city, a massive earthmoving and tunneling endeavor made possible in a very short time thanks to the resources The Organization has on hand. This extension runs to a "monitoring station" in the woods at the Weston Reservoir around twenty miles west of the facility and has a ramp that lowers to allow larger vehicles entrance to the station while keeping it generally very well hidden from curious locals.
A freight elevator has been installed in order to bring cargo (anomalies, equipment, employees, generally) up into the facility from the station below.

Preliminary Equipment Phase
Everything needs logistics, and The Organization is no different. While money is no issue, you still need to know who to pay to get what you need. What sort of ties do you foster to supply your facility? The other facilities will receive the options you do not select at random.
A. Grupo ACS - Your facility is, first and foremost, a facility, and it will most definitely require work. With a few influential figures within the company properly coerced or otherwise replaced, you are able to siphon both talent and resources from one of the world's largest construction contractors. All Facility Actions receive a +1.
B. Black Market - If it can be shipped, you can find it through the black market. Greasing palms makes your name quite a few quick friends in this crowd (nobody knows your face), and you quickly find yourself at the center of a very extensive network of contacts. All Equipment Actions receive a +1.
C. US Army Quartermaster Corps - Whether it's because they need money or they're bored, veterans of the USAQC work "quickly" and "efficiently" to help streamline the process of getting things where they need to go. This is very good for agents abroad. All Action Actions receive a +1.
D. Umbrella Pharmaceuticals - Umbrella is a global pharmaceutical company with hands in every market, and it's already under the control of The Organization! These guys give facilities quick and easy access to the most high-quality modern lab equipment available. All Research Actions receive a +1.
While you are choosing what sort of organization (lowercase o, which is more obvious in text form) to start you also get to Propose some form of equipment to outfit your employees with. Equipment can come in
many forms, from weapons to construction vehicles, boots and sunglasses to RFID chips. These first proposals are to get a general idea of what to expect, so I won't be giving many more examples of what is possible, and will instead let you all come up with your ideas and I will confirm whether or not they are valid, and if not then what phase it would be doable in. You cannot burn this action.
Boston Storage Facility: The International Cargo Terminal, declared defunct by the city and now used exclusively by The Organization. Has running water, a restroom, a guard station with CCTV access, and a soundproof room now repurposed for your office space. A freight elevator connects it to an underground rail line and road. The road connects to the nearby Ted Williams Tunnel, and the rail connects to an employee entrance in a parking facility in South Boston as well as an underground station near the Weston Reservoir outside of the city.
-Boston-Logan Hangar: An aircraft hangar used to store anomalies brought in by air until they can be transported by van or truck to the Boston Storage Facility.
Standard-Issue Taser: A taser exactly like the ones used by local law enforcement. Delivers a 50,000 volt shock to targets struck by both probes when fired. Has a range of 35 feet. Uses single-shot cartridges.
Basic Boston City Worker Disguises: A variety of uniforms used by employees and contractors of the city of Boston in order to aid facility employees in their local endeavors.
Class I Amnestic: A drug frequently used by The Organization. Can be delivered orally or intravenously. A single dose causes unconsciousness within seconds and leaves them out for nearly a half hour while effectively erasing any memory of the hour or so before application.
One-Note Recorders: Plastic black and white recorders confiscated from a local elementary school. All recorders play a single individual note regardless of how the instrument is played. They do not seem to do anything otherwise unusual or out of the ordinary.
Boston Boredom: Gives Advantage to all Action rolls.
