Lexicon assigns the Advisor to #5, Bolt Blue and Brouhaha to #1, and investigates the Exalt project himself.

Bulletproof armor for Atla! Yes that's normally redundant but you never know...
Send The Watch +1 mony.

Pockette: Experiment with powers.
Mistress Extra: Increase base size.

Atla: Attend the Convention! As a soft spoken and serious person whose life has been improved by Evolved powers, she should be able to argue for out cause convincingly. I'm more than half expecting an anti-attack, so: if Atla sees armed gunmen, don't use her power. If she wants to be a hero, she should rely on her suit features instead.
Princess Professional and The Chorist: Clear the bridge jam! A simple problem of coordination; make a plan, set up loudspeakers, and use song to help it along.
Also use Local Assistance in Dusk Beach.

Spoiler: The Watch (click to show/hide)

Retry and Frostara are resting, because they very need to. (0-8)
Mango makes gloves for Pathfinder. (0-5?)
"Stop calling me that!" "No."
Void and Psyla will go to the lab. This reeks of E Corp trying to 'improve' on whatever fuckery they did with Void, and whoever this person is, they're going to need either somebody who understands their problems, or people who can fight them without getting instantly killed. Or both. Start with diplomacy. (4)
Muffin Madness, Ascupart, and Karma Kid will attempt to find and address whoever's howling around Silver Row; since Retry's out of commission, Muffin gets the electrogirdle for the time being. (3)
Finally, Wiffle will attend the legal convention. While it'd be nice to look further into E Corp's deal, this is important. (5)

Camarada will see whether we can get hold of an adjacent apartment and knock through one of adjoining walls or something. You know, Increase Base size. (#0.1)

Crackler, Nitrox and Película rest (#0.8). They'll check out MooVee for whatever the latest TV series is and binge watch it under a load of blankets. Película will also return the favour and see if Reflux wants to come over for a movie or two. (Not a crossover/hangout, but maybe some RP can be had).

Finally, Mentat will ride Zirconia to the Convention (#5). They only need one seat between them so it should be fine. Hopefully Mentat can cruise the crowd to inform decisions amd make sure no one is planning on causing issues.

OPPORTUNITY PHASE 12

The Dandy Lads
1. Marigold uses her political connections with the Mayor to offer the Lads a version of the Clemency program. A villain could be sent out on Day Release for an important task...
Offer: Cross-Over with x1 villain in custody of the Dandy Lads' choice, but they would be responsible for making sure the villain returned to custody afterwards

Bro Club
1. Lexicon puts 2+2 together with some things he'd heard about Sol Heart of Constellation Aurora and realises that they might be the human-incubated experiment alluded to in the emails. He considers whether to let them know, but once another teams knows the emails have been cracked, it'll be hard to stop it being traced back to him.
Offer: +1 cross-over Constellation Aurora, but Lexicon gains trait "Enemy of E Corp"
2. It's getting hard to go anywhere with all the sand blocking half of the Mire. The locals in Sandup, even though they're not being afflicted with sand, are still stuck in the north part of the island, with the bridge long since lasered away. Brouhaha floats the idea of funding a ferry...
Offer: -2 income, +2 rep in Sandup and a slow way of crossing between Sandup to Atomic Heights, that would still be much faster than trying to get through the sandstorm.
3. After the convention, The Advisor is approached by some government suits. There could be important work for him in Washington, if he's willing...
Offer: Bro Club gains +2 Team Fame "Team Member in Government", +2 income, and The Advisor's slot is opened up in the team roster, but The Advisor can no longer attend missions (unless the team have a cross-over).

The Watch
1. The Watch gain a crossover with Watch Tower
2. Watchpoint are sad to hear of The Watch's latest team losses, and they offer to come back.
Offer: The Watchpoint are reabsorbed into The Watch, but The Watch loses its bonuses for spinoff creation.
3. With Pro Evo tournaments effectively banned indefinitely, the Watch could take over the platform and move their base there instead. One benefit would be they could retain the damaged look of the arena, keeping their move a secret.
Offer: +1 rep in Downtown, but move to Downtown and  -1 income in movement costs.

Route Horizon
1. Lots of people want to interview Pathfinder after her recent win, and many of them are encouraging her to go with the narrative that Reverso's tactic was cheap and unsportsmanlike.
Offer: +1 fame but loses trait "Respect Reverso"

PUNCH!
1. Princess Professional considers releasing information on Wispa's attemped attack on the truck and the information she learned about the Red Hand at their meeting. People would be more informed (and more impressed by the team) but going public would paint a target on her back.
Offer: +1 team fame "Fighting the Red Hand", but Princess Professional gains trait "Red Hand enemy #1".
2. In the mess of weird-space deep in the bowels of the base, Mistress Extra works out a way of getting more bedroom and workshop space through partitioning a corridor... but it will make leaving the base a bit slower.
Offer: +1 base size, but a permanent -1 response time "Complicated base layout"

Protection Inc
1. Nitrox is feeling guilty about Baron von Woof's current rampage. Sure, he's a bad guy, but he doesn't think the Baron is really a bad guy, he's just not thinking of the consequences to other people right now...
Offer: Nitrox gains trait "Redeeming the Baron" making him more effective with his connection and desire to get through to his kayfabe fake nemesis, but he will be less effective on non-Baron missions.
2. Camarada thinks about ways the base could be expanded. They could just rent the adjacent flat. They can only just afford the current rent, but they could start some sort of local fundraiser?
Offer: +1 base size, but -1 income and -1 rep in Warren

The Gray Company
1. Escher is still working on the improvements when they come back. He says to Dread Fool. "I'm not really a Riding Giant Dogs kinda guy. You seem like you've got a good thing going on here... need a new hand?"
Offer: Escher joins the Gray Company, but Escher gains trait "Legion of Wickedness defector", and he ends his business.

House Edge
1. Tin Soldier considers making a public announcement on the evils of the E Corporation, calling for a formal investigation.
Offer: +1 team fame "E Corp Whistleblowers", but all House Edge members gains trait "Enemy of E Corp"
2. Toytown was pleased with the brave toys and would like to build a mobile town on future missions. A sort of pull-along toy cruise ship of tiny automatons. It'd allow a lot more to be deployed, but would be quite bulky.
Offer: Toytown gains asset "Mobile Toy Town", but Toytown gains arrives to every mission after everyone else.
3. After the explosion, Lord Bombarrel asks the others if he could take on a new name and costume and pretend that he died heroically in that hangar... he'd have to pretend to do something else other than bombs but it would give him a clean slate (and allow House Edge to take part in the Clemency program again).
Offer: Lord Bombarrel gets a new name (you decide what) with 0 fame 0 infamy, but he will pretend to have a smoke producing power instead of bombs.

Chiffon regrets filling heroes with false confidence with her pastries and returns to direct heroism.

Marigold is now offering use of experimental AWE technology for fast healing.

RECRUITMENT PHASE 13

Removing/Changing Team Members

Spoiler: Letting Members Go (click to show/hide)

A team member can be promoted to the new leader without a coup: the old leader gains -1 fame and the "ex-leader" trait, and the new leader gains +1 fame.

Hiring
Everyone who has slots may either seek to recruit one hero from the recruitment pool OR they may hold tryouts to fill all slots. You may instead propose a team merger with another team, if your team has enough room to accommodate all new members. Villain teams recruit from the Rogue's Gallery instead.

Due to the Mayor's Clemency: in addition to any other recruitment, hero teams may take one one villain in custody onto their team (ignoring requirements like fame and max team size). Once they are redeemed (fame higher than infamy), you may recruit again in this way. Villains recruited still count towards your team size as normal. Villains have fame 0 by default.

You can't recruit someone with a higher fame than your team's fame. Villains recruit with Infamy instead of Fame. If two people try to recruit the same person, I'll flip to see who gets to them first.

Hell no I'm not painting a target on Princess's back. I don't need fame! I never needed fame! Bah!

Shit I could really use the fame. Publish that shit. It'll be fine, we'll just wipe out those assholes. Bah!
Yes expand the base. I can just buy a neat car to make up for the delay. Bah!

Tryout for Renown.

Recruit Brick with Clemency. No hard feelings, it's just business. And there's plenty of business to be done still.

Spoiler: The Watch (click to show/hide)

The offer from Watchpoint is appreciated, but unnecessary. The Watch has never really had issues with recruiting new members (even if it potentially should, after all this).
With E Corp stepping up its game, a base that people don't know the location of would be a boon. Yes, it'll suck to be broke again, but we've dealt with it this long.

In other news...

Each Watch headquarters had had a different atmosphere. The abandoned lab had been optimistic, energized; Retry may not have known what she was doing yet, but with things just starting out, the team was ready to take on the world. The graveyard housing, contrary to its environment, was lively, albeit constantly crowded, and the team was in full swing.

Then Sally died. And things started going wrong.

The pillar fort off the shore of Old Town had seen... bad days. There wasn't any way around it. Things hadn't gone well.
The fights against the Crimson Plague and Cleaver Gang, frankly, sucked. Mari was kidnapped. Johanna died. People kept getting hurt. Things just weren't going as well as they used to.

And now, M2 died. Cara hadn't even learned his name.

The pillar fort, for all the awe of its appearance, had misery clinging to it like an oily film.

But Cara was done with that.

And in the meeting room of the ruined arena - once the announcer's balcony - she laid out something new once more.

I'm done feeling guilty. I'm done feeling sad.

The team was arrayed around her. Karma and Ascupart were gone. All signs pointed to Brutus stealing their powers, the asshole. But that didn't matter right now.

E Corp fucked over David. E Corp fucked over Jacques, and his brother.

Everybody knew that. But it was important to get everything.

E Corp saw us trying to help their victims, and decided to turn people against us. E Corp made David as a power source.

And they'd heard all about that when David and Sarah got back from the mission. "'You hold within you limitless energy,' I 'hold within me' a fucking nuke, what the hell is he thinking?! Does he have no goddamned clue what he did to me?! Does he not comprehend what happens when you stick 'limitless energy' in a small place?! Because I have had to become extremely fucking familiar with what happens!" It'd been... colorful.

And more than that. The Cleaver Gang wasn't just supported by E Corp. They were - and always had been - a front for E Corp.

Stoney faces surround the table.

They kidnapped Mari. They kidnapped Marigold. They kidnapped Cutting Edge. They held the city hostage. They hurt so many people.
What happened to Harpoodle is their fault - so hat happened to Muffin is their fault. God only knows what they've done to the rest of Thornrose by now. Gaffer, most likely, is their fault - it happened in their lab. Luke died because of them. Doc lost her legs because of them.
That's just what we know about.

Cara took a breath. Steady.

I'm done being guilty and sad. We're heroes. When there's a problem, we don't sit around and worry about it. We solve it.
And E Corp has proven itself to be everybody's problem.
So let's fucking solve them.

The arena was a kind of graveyard too, now. But it had a different kind of life in it than the lodge.
The atmosphere here was ticking toward vengeance.

The Watch will ask Rust Riot to merge with them. The time to end E Corp is now, and the Watch could use the help.

It has become clear in the last few turns that a competent gadgeteer can creat equipment that mimics a superpower if they have the subject to research. As such House Edge is publishing an open letter to the other hero teams. If you have a power that is worthy of becoming a gadget, get in contact with us and we’ll get together in a slow turn. We’ll use our Ethos boost to make two items, one for us and one for you.

Opportunities:

1. E Corp became our enemy when they killed one of our guys. Them coming after us just saves us the trouble of hunting them down. Accept Opportunity!

2. Accept Opportunity! We can upgrade it to be faster when we have the time, if we need to.

3. Bombs are too cool to give up 💣. I mean we owe it to the people we are protecting to be as transparent as possible. How are they supposed to trust us to protect them if we lie to them for our own benefit? Doing that would be completely unheroic. Reject opportunity!

No recruitment, team is full.

Bookkeeping to be added later since my phone keeps accidentally refreshing and deleting everything.
